Communications Manager (Public Affairs & Policy)

📍 Indonesia

Business MASH

Job Description

About the Project This role involves working closely with our client, a global technology platform operating in a fast-moving, publicly visible and accessible digital environment. The work sits at the intersection of public affairs, communications, policy, and market dynamics. As a Public Affairs & Policy Communications Manager, you will help identify the public opinions, policy signals, and reputational pressures that matter most in Indonesia — and occasionally across Southeast Asia. You’ll cut through noise, surface what is meaningful, and help shape localised communications strategies, programmes, and stakeholder engagement plans in response. You will partner closely with senior cross-functional leaders spanning government affairs, legal, regulatory, digital safety, communications, and industry partnerships. This role requires someone who understands how local nuance, public concerns, policy developments, and product realities intersect — and who can help translate those complexities into clear, credible, and action-oriented communications. Public Opinion, Policy & Market Intelligence Track and analyse public opinion, policy developments, regulatory trends, and stakeholder sentiment that may affect the business, users, and the wider digital ecosystem. Identify emerging issues, recurring grievances, and reputational pressure points, and assess what they mean for communications, stakeholder engagement, and programme strategy. Bring strong local market understanding to help internal teams interpret Indonesian public, policy, and cultural nuance — with occasional support across Southeast Asia where needed. Distil complex developments into clear insights, recommendations, and action points for internal leadership teams. Strategic Communications & Stakeholder Engagement Translate complex policy, product, and user-related issues into clear communication narratives that resonate with policymakers, industry stakeholders, and internal decision-makers. Support the development and execution of localised communications programmes linked to public affairs, regulatory priorities, digital trust, and market education. Prepare briefings, messaging, executive materials, and stakeholder-facing communication assets with a high degree of polish, accuracy, and nuance. Build strong working relationships with ministries, regulators, industry bodies, and other ecosystem stakeholders, adapting communication style to suit audience, context, and sensitivity. Bring a calm, credible, and constructive presence to high-stakes conversations, with a style grounded in diplomacy, positive negotiation, and sound judgment. Cross-Functional Programme Management & Execution Work closely with senior leaders across Government Affairs, Legal, Regulatory, Communications, Digital Safety, and Industry Partnerships to align on priorities, risks, and response strategies. Help turn policy and communications strategies into actionable local programmes, ensuring strong coordination, clear ownership, and disciplined follow-through. Support go-to-market and communications planning where policy shifts, public scrutiny, or regulatory considerations may affect product, creator, or partner ecosystems. Manage multiple workstreams at once, ensuring timelines, stakeholders, and deliverables are tightly coordinated in a fast-moving, matrixed environment. Act as a connector between internal strategy and local execution, ensuring programmes are relevant, well-managed, and responsive to market realities.

About You 8+ years of experience in Public Affairs, Government Affairs, Corporate Communications, Policy Communications, PR, or related strategic communications roles. Strong understanding of the Indonesian policy, regulatory, and stakeholder landscape, ideally with exposure to digital platforms, media, technology, or other highly scrutinised sectors. Experience working at the intersection of communications, public policy, government engagement, and business strategy. Strong strategic communication skills, with the ability to simplify complex issues and turn them into compelling narratives for both internal and external audiences. Confidence in engaging with senior stakeholders, including leadership teams, external partners, regulators, and industry groups. High level of executive presence, adaptability, and emotional intelligence, with the ability to navigate sensitive or high-pressure situations with credibility. Strong project/programme management capabilities, with the ability to manage multiple priorities and drive execution across cross-functional teams. Experience using data, insights, and market signals to shape messaging, influence decisions, and support communications planning. A native Bahasa Indonesian speaker with business-level English is essential.
