Background
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a programme designed to accelerate the improvement of literacy, numeracy, and character education for Indonesian preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program has been developed together with the Ministry of Primary and Secondary Education (MoPSE), Ministry of Religious Affairs (MoRA), National Development Planning Agency through Save the Children with partners in the collaborative consortium Mitra Pendidikan Indonesia (MPI). KREASI is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia.
KREASI is managed by Save the Children, and implemented by seven local implementing partners in the following districts:

Objectives of the Assignment
This consultancy will support the KREASI team to develop two Modules of an integrated
Policy & Budget Advocacy: Education Sector
training package.
An illustrative syllabus for the two modules is attached as Annex 1. Preference is for consultants who have existing training packages that can be adapted for KREASI (not starting from scratch). Final technical content will be subject to the review and approval of Save the Children.
Details of the Deliverables
Deliverable 1 – Advocacy Training Modules I and II
The External Collaborator will develop a Module to be used by District Trainers to lead two 2‑day trainings for KREASI Ecosystem stakeholders. Module 1 will be focused on Education Sector budget, and Module 2 will be focused on Education Sector policy. Components of each Module will include
Training guidelines, organized by session and including the learning objectives, key concepts, detailed lesson plan for each session.
Worksheets/handouts needed to reinforce learning.
Trainer Slide Deck.
Pre/post-test to assess participant learning.
Deliverable 2 – Advocacy TOT Training Module
The External Collaborator will develop a Module to be used by Master Trainers to lead a five‑day training‑of‑trainers for District Trainers for both Advocacy modules. Components will include:
Training guidance, organized by session, including the learning objectives, key concepts, detailed lesson plan for each session. TOT may reference materials in the Advocacy package.

Deliverable 3 – Co‑lead five‑day TOT in Jakarta
The External Collaborator will co‑lead a five‑day TOT of Master Trainers for the Advocacy Training package in Jakarta from 8‑12 June 2026.
Deliverable 4 – Final report
A final report (2 pages) will summarize the deliverables and present consultant recommendations for the KREASI Advocacy training program.
Please note the following:
Preference is for consultants that have existing training packaged on advocacy for decentralized budget and policies that can be adapted to KREASI context and program outcomes.
Deliverables will be developed and finalized in Indonesian language.
Deliverables 1 and 2 must be worked on collaboratively with Save the Children, and drafts stored in Google Docs with access to STC and the EC.
Save the Children will be responsible for final layout of the Module, handouts and slide decks to ensure compliance with Donor branding requirements.
Scope of Work
The External Collaborator is expected to perform the following key tasks:
Finalize training content, reflecting the illustrative syllabus (Annex 1)
Meet with Save the Children to discuss learning objectives of the two training Modules and of each session, as well as source material the consultant has available.
Review Indonesian language materials such as powerpoint decks and handouts (to be provided by Save the Children) that have been used by KREASI to date.
Provide input on alignment of the modules with national MOPSE policies and priorities, and KREASI program objectives.
Provide suggestions to embed climate change, gender equality, disability, and social inclusion (GEDSI) considerations throughout the module. Ensure that climate change and GEDSI are integrated as cross‑cutting perspectives rather than standalone topics.
Reach agreement on training content, seeking to incorporate existing Indonesian language materials as possible.
Advocacy Module 1 and 2 Development
Develop the Advocacy Module 1 and 2 in Indonesian language, applying adult learning principles, and written in the required format (Annex 3)
Each session will have learning objectives, key concepts and a detailed session plan.
Sessions must be designed to present content in an interactive manner, using methods such as case study discussions, practice and simulations.
External Collaborator will develop any needed PowerPoint slides for all sessions.
Handouts will include materials such as (1) budget analysis tools (2) district planning tools (RPJMD) (3) budget cycles (4) case studies.
TOT Module Development
Develop the TOT for Module 1 and 2 in Indonesian language, applying adult learning principles, and written in the required format (Annex 3)
The aim of the TOT Module is to ensure District Trainers have the knowledge and skills needed to implement the Module 1 and Module 2 Advocacy training for stakeholders in their district.
Content to train trainers in interactive training and facilitation skills will be provided by the External Collaborator (1/2 day).
Each session will have learning objectives, key concepts and a detailed session plan – and reference the Advocacy Modules 1 and 2.
Develop any additional PowerPoint slides and handouts/worksheet needed for the TOT.
Co‑facilitate Training of District Trainers
With Save the Children Master Trainers, co‑facilitate five‑day, in‑person TOT of District Trainers, in Jakarta.
Reporting Requirements
In the first week of the assignment, the External Collaborator must meet regularly with the Direct Supervisor to finalize the Training Content.
Subsequently, the External Collaborator is expected to meet with the Direct Supervisor weekly.
Documents related to this consultancy must be stored in a Google drive that is accessible to both Save the Children and the External Collaborator.
Submission of final deliverables will be in soft copy (Word, PPT).
Required Qualifications and Experience
Save the Children is seeking an External Collaborator with an advanced degree and at least 8–10 years of experience in decentralized budget and policy advocacy.
Preferred candidates will have existing training materials for decentralized budget and policy advocacy, that can be adapted for KREASI use.
Candidates should have demonstrated expertise in adult learning and interactive training methods. They will have led the design and delivery of Training of Trainers programs, and led the development of training packages grounded in evidence-based pedagogy.
Specific qualifications we are seeking include:
Advanced degree in Public Policy, Education Policy, Development Studies, Public Administration, Economics, or related field.
Technical proficiency in (1) decentralized education policy and fiscal frameworks (including district planning and budgeting processes), (2) education sector planning and resource allocation, (3) policy analysis and evidence-based advocacy, and (4) strategies for strengthening local government accountability and stakeholder engagement in education planning and budgeting.
Proven experience in the design and delivery of Training of Trainers (ToT) or capacity‑building initiatives for education stakeholders and government counterparts involved in planning, budgeting, or policy advocacy.
Experience developing facilitators guides, session plans, case studies, practical exercises, and training materials related to policy advocacy, decentralized governance, or public sector planning and budgeting.
Demonstrated ability to translate complex policy, budgeting, and planning processes into accessible learning materials for adult learners, including practitioners with varying levels of technical expertise.
Demonstrated experience facilitating adult learning processes, including participatory training methods, coaching and mentoring, and peer learning approaches to strengthen advocacy and policy engagement.
Demonstrated commitment to inclusive and equitable policy processes, including attention to gender equity, disability inclusion, and marginalized community participation in education planning and budgeting.
Candidates with experience supporting civil society engagement in decentralized governance in low‑resource contexts.
Knowledge of Indonesia’s district‑level planning and budgeting mechanisms (e.g., RKPD, Renstra, APBD) and national education policy frameworks is required.
Proficiency in English and fluency in Indonesian is required.
Strong writing and analytical skills.
Proficiency in MS Word, PowerPoint, and use of Google Drive or similar platforms for document management and collaborative development of training materials.
