Position Overview
The HR Manager will lead and manage the full spectrum of Human Resources functions for upstream oil & gas operations, ensuring alignment with business objectives, operational excellence, and compliance with industry regulations.
The role requires strong experience in upstream environments (exploration, drilling, production), exposure to field operations, and solid understanding of manpower planning, industrial relations, and regulatory compliance specific to the oil & gas sector.
Key Responsibilities
Strategic HR Leadership
Develop and execute HR strategies aligned with upstream operational requirements.
Partner with Operations, Drilling, Production, and Technical teams in workforce planning.
Support business expansion, asset acquisition, or field development projects.
Drive HR transformation initiatives and process improvements.
Manpower Planning & Workforce Management
Lead annual manpower planning and budgeting (CAPEX/OPEX workforce).
Manage recruitment for technical and field-based positions (Drilling Engineer, Production Engineer, Geologist, HSE, etc.).
Ensure timely mobilization for site-based and rotational employees.
Manage workforce documentation and regulatory compliance requirements.
Industrial & Employee Relations
Handle industrial relations matters, including union engagement (if applicable).
Ensure compliance with Indonesian labor law and oil & gas sector regulations.
Manage disciplinary processes and grievance handling.
Represent company in labor disputes or mediation (if required).
Develop competitive C&B structure aligned with oil & gas market benchmarks.
Manage payroll for head office and field employees (including roster system).
Oversee insurance, BPJS, site allowances, and hardship benefits.
Support bonus, retention scheme, and project-based incentives.
HR Operations & Compliance
Ensure compliance with SKK Migas / PSC regulations (if applicable).
Maintain HR documentation and audit readiness.
Manage HRIS implementation and data integrity.
Talent Management & Development
Develop succession planning for key technical roles.
Support competency mapping for upstream positions.
Design training programs (technical & leadership).
Site & Field HR Oversight
Provide HR support to remote/field operations.
Conduct regular site visits.
Ensure employee engagement and welfare at site.
Monitor camp management and field HR administration (if applicable).
Requirements
Education
Bachelor’s Degree in Human Resources, Psychology, Law, or related field.
Master’s Degree is an advantage.
Experience
Minimum 8–12 years of HR experience.
Minimum 5 years in managerial role.
MUST have experience in Upstream Oil & Gas (Exploration / Drilling / Production).
Experience handling field-based workforce and rotational system.
Strong exposure to SKK Migas / PSC environment is highly preferred.
Strong understanding of Indonesian labor law.
Experience managing technical recruitment in oil & gas.
Familiar with manpower budgeting and cost control.
Experience in industrial relations and dispute resolution.
