Background Established in 1999, OCHA (Office for the Coordination of Humanitarian Affairs) Indonesia has evolved in response to changing global, regional, and national dynamics. In recent years, the ASEAN (the Association of South-East Asian Nations) region has consistently strengthened its capacity on disaster management. At the same time, a global humanitarian reset has influenced OCHA in Indonesia's approach, leading to a sharper focus on strategic priorities such as partnerships, advocacy, crisis readiness, and response. Within the context, the OCHA Indonesia and Liaison Office to ASEAN has aligned its work to be more targeted and strategic. Its key priorities include leading coordination of the ASEAN-UN partnership on disaster management and focusing engagement with the Government of Indonesia, particularly in advancing Anticipatory Action as a critical component of emergency preparedness.

Job Description The Humanitarian Affairs Analyst (HAA) should strengthen partnerships with ASEAN entities, including the Secretariat, and AHA Centre, amplify advocacy efforts on principled humanitarian action, and contribute to crisis readiness and response. The HAA should perform well in ASEAN-UN joint initiatives, technical coordination of Joint Strategic Plan of Action on Disaster Management (JSPADM), and the Plan of Action of the ASEAN-UN Comprehensive Partnership. The HAA is expected to fully support the Head of Office in strategic engagements, coordination and advocacy, as well as other tasks required. The HAA has a duty station in Jakarta, and reports to the Head of OCHA Indonesia and ASEAN Liaison Office.

Duties and Responsibilities

Provide high-quality support to strengthen interoperability between ASEAN regional mechanisms and international system on humanitarian action.

Provide strategic and substantive support and advice to the implementation of the inter-operability between ASEAN and international humanitarian mechanisms.

Contribute to strengthening the coordination and accountability of the United Nations System on international humanitarian system.

Incorporate the UN (United Nations) RC (Resident Coordination) system in the inter-operability of these mechanisms.

Serve as OCHA's technical focal point on specific topics or disaster-related issues related to ASEAN. This includes liaising with ASEAN counterparts on meeting requests, conference invitations, missions, and other engagements. Ensure timely preparation for these events and follow-up on decisions and actions arising from them.

Contribute to promoting the interoperability of these mechanisms at events and forums, including ASEAN Strategic Policy Dialogue on Disaster Management (SPDDM), and Humanitarian Network and Partnership Week (HNPW).

Manage technical coordination of the development and implementation of the JSPADM (ASEAN-UN Joint Strategic Plan of Action on Disaster Management).

Support the development and implementation of JSPADM (Joint Strategic Plan of Action of Disaster Management), in which OCHA (Office for the Coordination of Humanitarian Affairs) plays three key roles: overall UN lead, UN lead for the Global Leadership Priority Programme, and as an implementing agency. Foster close collaboration with participating UN agencies, the ASEAN Secretariat, ASEAN Member States, and the AHA Centre throughout the process.

Maintain effective communication and coordination with UN agencies at operational level on JSPADM (Joint Strategic Plan of Action of Disaster Management).

Work with UN agencies to update JSPADM tracking matrix, which serves as the basis for reporting progress.

Ensure OCHA is represented and actively participates in ASEAN meetings including ASEAN Committee on Disaster Management, when invited. Analyze results, progress and challenges on JSPADM implementation, and engage with UN agencies to identify areas for improvement and enhanced collaboration.

Identify challenges, opportunities, priorities and needs for improvements along the implementation of JSPADM (Joint Strategic Plan of Action of Disaster Management).

Support targeted ASEAN training initiatives based on OCHA's training modules.

Support joint programme with other UN agencies that advance the implementation of the JSPA.

OM and contribute to the outcomes of the AADMER (ASEAN Agreement on Disaster Management and Emergency Response).

Provide effective support on UN engagement with ASEAN to relevant sectors that are linked to disaster management.

Support the engagement with Development Partners and Permanent Missions to enhance their awareness of humanitarian/disaster risk management issues and priorities.

Provide clear analysis on ASEAN statements, declarations, or other strategic development on issues related to disaster management.

Provide OCHA inputs to the Plan of Action on ASEAN-UN Comprehensive Partnership, and its annual report.

Support meetings with ASEAN, including the annual Secretariat-to-Secretariat meeting, in their preparation, convening and follow up actions on UN-ASEAN engagement on disaster management.

Keep HoO informed on ASEAN priorities, areas of common interests and plans.

Contribute to organization's crisis readiness, and response.

Participates in or leads a response team following a significant disaster event that requires support from international organizations.

Participate in various ASEAN ERAT (Emergency Response and Assessment Team) training courses that strengthen the regional capacity to respond to sudden onset disasters.

Participate in ARDEX (ASEAN Regional Disaster Emergency Response Simulation Exercise) or other simulation exercises that maintain crisis readiness to respond to a large-scale disaster.

Engage in the One ASEAN One Response initiative, which clarifies the response tools and mechanisms of national actors, ASEAN, and OCHA, to enable a more effective and efficient disaster response that meets the needs of affected populations.

Promote complementarity between preparedness plans, such as the ASEAN Joint Disaster Response Plan and the UN/HCT Contingency Plan.

Provide information of significant disaster events and their humanitarian needs to internal OCHA and key stakeholders.

Advocate and provide advice on OCHA thematic work.

Promote humanitarian principles, architecture and coordination mechanisms to youth groups, military forces, NGOs, and the private sector.

Support the Anticipatory Action (AA) programme, with a focus on connecting Indonesia's efforts to the broader ASEAN regional initiative. Leverage opportunities for cross-learning between the Indonesian and regional AA programme to strengthen coordination and impact.

Provide advice on policy issues related to humanitarian principles, localization, gender, disability and social inclusion, as well as effective delivery of humanitarian assistance.

Contribute to the development and implementation of the Sustainable Development Cooperation Framework, specifically in areas that are relevant with OCHA mandate.

Staff at all levels within OCHA Indonesia and ASEAN Liaison Office, ROAP and various technical units/department in HQs. Representatives of ASEAN Secretariat, the AHA (ASEAN Coordinating Centre for Humanitarian Assistance) Centre, National Disaster Management Organizations within ASEAN, other UN agencies and other organizations that work on disaster risk management and related issues.

Results Expected: Provides sound analytical inputs and advice that contributes to improving institutional capacity and articulates policy on humanitarian and disaster risk management. ASEAN entities are effectively supported and engaged. Provides timely delivery of assigned tasks, maintains partnerships and interacts effectively with colleagues internally and externally.
