Overview Jhpiego seeks a Grants Manager for the USG-funded MCGL and RISE projects. The project aims to assist Government of Indonesia to improve the quality of maternal and newborn service delivery and contribute to reductions in rates of maternal and newborn deaths in the provinces of Banten, East Java, East Nusa Tenggara and West Java.

The Grants Manager is responsible for managing subgrants to local implementers. H/she will manage the programmatic and financial administration of subgrants including approval of financial records and invoices and ensuring monitoring, compliance and reporting. This position will also lead and manage identification, delivery and monitoring of capacity strengthening support as needed to local organizations with sub-awards.

Responsibilities

Advise and contribute to the design, development and implementation of grants

Ensure subgrantees follow policies, procedures, and practices consistent with US Government (USG), Jhpiego and JHU regulations

Responsible for overall financial and administrative management of subgrantees, ensuring strict adherence to USG accounting policies and procedures

Responsible for programmatic oversight of grant implementation, ensuring activities are aligned with approved scope of work and timeline

Review all reimbursement requests for appropriateness, and ensure that subawardees are in compliance with USG and established Jhpiego administrative and financial policies, procedures, terms and conditions of the contract, and sound business practices

Administer sub agreements, including preparation of sub-agreements and facilitating contractual review process

Closely monitor all phases of award and closing, including assessment of financial progress and performance

Review subgranteesโ€™ monthly financial reports

Train, orient and build the financial capacity-building of subgrantees, on Jhpiego reporting requirements, format, systems, procedures and relevant USAID rules and regulations to meet contractual requirements.

Conduct regular financial monitoring visit to subgrantees and provide onsite support when needed

Collaborate with local partners to co-develop capacity strengthening plans based on needs assessment analysis and local partner discussions; agree on how identified capacity gaps will be strengthened (whether through technical assistance from Jhpiego or from other local organizations)

Monitor progress of milestones and implementation of capacity strengthening plans, and adapt these plans in line with progress achieved and organizational learning to ensure continued relevance and alignment with stated project results

Other tasks as assigned by supervisor

Required Qualifications

Bachelorโ€™s degree, finance and/or accounting preferred

Minimum 5 years of experience in grants design, accounting and/or subgrant management on large donor-funded international projects

In-depth knowledge of USG programs, regulations, administrative policies, compliance and reporting (previous experience with USG-funded contracts would be an advantage)

Expert knowledge proficiency in the use of financial software applications (QuickBooks), databases, spreadsheets, and/or word processing. Packages include: Microsoft Outlook, Access, Excel and Word.

Experience building the capacity of local grantees

Demonstrated effective verbal and listening communications skills, and written Indonesian language; English language proficiency preferred
