Project Background

Across ASEAN, more adolescents are online than ever — with 80% of youth connected daily. While digital access supports learning and connection, it also increases risks such as cyberbullying, harmful content, online exploitation, and mental health challenges. Many teens struggle with excessive screen time, low self-esteem, and limited parental or school support. To address this, Yayasan Plan International Indonesia, in partnership with the ASEAN Foundation, is implementing the Global Teen Digital Wellbeing Initiative. The program will deliver culturally adapted digital resilience education through schools and communities, reaching 11 million people across all 11 ASEAN Member States to promote safe, healthy, and confident use of technology.

The Opportunity

The Regional Project Finance Coordinator oversees project financial management, ensuring strong planning, monitoring, and reporting in line with donor and YPII requirements. The role consolidates financial reports from 11 countries and works closely with the APAC regional team to maintain alignment and consistency. Collaborating with Program, Grants, SCM, and P&C teams, the RPFC supports smooth regional implementation and provides financial guidance to local and overseas Implementation Partners, ensuring compliance and sustainable financial practices across all project activities.

Key Responsibility :

1.Financial Management Provide daily regional financial oversight to ensure compliance with YPII and donor requirements. Supervise financial management across 11 countries, consolidate reports, and conduct spot checks to ensure accuracy and accountability. Process payments and fund transfers, monitor disbursements against milestones, and ensure all expenditures are properly authorized, documented, coded, and aligned with approved budgets and GAAP standards. Track advance liquidations, conduct budget variance analysis, and collaborate closely with project and country finance teams. Maintain proper documentation and ensure timely submission of consolidated donor financial reports.

2.Partner Management Oversee financial management with Implementation Partners (local and regional) to ensure alignment with project goals, donor requirements, and YPII systems. Manage advance liquidations, process invoices and SAP entries, and maintain accurate financial records in line with YPII policies. Maintain organized documentation of partner agreements and reports. Monitor budget utilization, prepare forecasts, and support partners in producing accurate and timely financial reports. Review monthly expenditure reports, address discrepancies with budget holders, and conduct regular financial monitoring visits with the project team to ensure compliance and continuous improvement.

3.Planning, Budgeting and Monitoring Work closely with the Regional Project Manager and finance teams to develop project budgets, prepare forecasts, and process budget revisions in SAP. Maintain accurate records of approved budgets and updates. Prepare monthly budget vs. actual reports, analyze variances, and coordinate corrective actions with budget holders. Consolidate and submit donor financial reports under supervision, ensuring compliance with donor requirements. Collaborate with finance and program teams to ensure accurate and timely reporting, and follow up on donor queries and audit findings to ensure proper resolution.

4.Project Closure, Audits and Risk Management: Conduct data cleansing in SAP prior to project closure, ensuring no outstanding Implementing Partner (IP) advances, open purchase orders, pending payment vouchers, parking journals, incorrect coded transactions, incomplete accounts receivable, or inter-company transactions. Provide financial data and documentation during internal and external audit fieldwork. Maintain and update audit action lists, and track follow-up actions from Finance and Administration audits. Ensure all audit findings are resolved and supported with documentation prior to closing the project code in SAP.

5.Other Tasks: Support month-end and year-end financial closing processes. Participate in project inception and coordination meetings. Perform other duties as assigned by the supervisor or Regional Project Manager.

Requirements for The Role:

Essential Bachelor’s or Master’s degree in Accounting, Finance, Business Administration, or Commerce. Minimum of 5 years of relevant post-qualification experience, preferably within international organizations, INGOs, or bilateral development agencies. Effective English language skills for professional communication, both verbal and written. Strong digital literacy, including advanced proficiency in Microsoft Excel and familiarity with accounting software. Prior experience with SAP is highly desirable. Demonstrated experience in managing donor-funded projects, preferably with donors such as KOICA, EU, DFAT, USAID, SIDA, Irish Aid, and UN agencies. Proven experience in managing finance at the regional level, including oversight and consolidation of financial reports across multiple implementing countries. Experience in delivering financial capacity-building support to non-finance staff and sub-grantees.

Demonstrated ability to collaborate in multidisciplinary and multicultural environments. Strong team-building and motivational capabilities.
