Procurement and Admin Manager – DT Global Location:

Program Background The first phase of the Australia‑Indonesia Partnership for Health Transformation (KITA SEHAT) is a four‑year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia’s support for primary health care in line with Indonesia's health transformation agenda.

The Role The Procurement & Admin Manager reports to the Operations Lead and is responsible for delivering effective administrative support to KITA SEHAT operations. Duties include office management, logistics, asset management, visa/mobility support for international personnel, procurement grant and contract management, travel management, and ensuring day‑to‑day operations run smoothly and in accordance with program policies and practices. The position will play a key role in establishing and running the national and provincial offices and will oversee all procurement and grant management processes, as well as logistical and administrative support for approved activities and events. The manager will have two direct reports: a Procurement & Grants Coordinator and an Admin Officer.

Responsibilities Office, Administrative, and Logistics Management

Support the Operations Lead in establishing KITA SEHAT national and provincial offices and facilities.

Oversee the administration of the national office and support provincial Admin & Finance Officers for provincial offices.

Provide inputs for the production, dissemination, implementation, and review of system, policy, and procedure related to logistics, procurement, office management, and administration.

Ensure preparation, maintenance, and storage of program documentation complies with DT Global and DFAT record retention requirements.

Supervise Jakarta office support staff such as office assistants.

Organise and manage service provider and supplier contracts, including office space, utilities, internet, and travel agents.

Coordinate administrative support for program meetings and events.

Coordinate visa and related certifications with DT Global corporate team and relevant external parties.

Manage travel, accommodation, transport, catering, interpreters, and translators for team members.

Ensure compliance with health, safety, and security protocols.

Asset Management

Oversee asset management in consultation with the Procurement & Grants Coordinator and the IT Manager.

Guide the Admin Officer on asset tracking and timely updates.

Conduct periodic physical checks of assets and report status.

Support report preparation on asset management for internal and external stakeholders, including DFAT.

Organise repairs and maintenance of office equipment and other assets.

Procurement and Grants Management

Supervise and provide guidance to the Procurement & Grants Coordinator on procurement and grants management in line with the KITA SEHAT Operations Manual.

Safeguard procurements, grants, and contracts from fraud, corruption, waste, and abuse.

Oversee contract management of all subcontractors, grantees, vendors, and service providers.

Work with the Finance Team to support financial reporting.

Ensure procurement for approved activities follows KITA SEHAT procedures and thresholds.

Guide the Procurement & Grants Coordinator on efficient utilisation of grant funds and documentation of expenses.

Support coordination of financial records and reporting related to contracts and grants.

Work with Program Leads and Managers to oversee grant and contract close‑out, extensions, and renewals.

Ensure compliance of contracted partners with KITA SEHAT procedures and policies.

Oversee internal audit processes and support external audits as required.

Manage risks and maintain the program’s risk register.

Other Responsibilities

Comply with DFAT, DT Global and KITA SEHAT policies on GEDSI, fraud and anti‑corruption, child protection, PSEAH, and the environment.

Proactively identify and report risks.

Undertake other duties as required by the Program.

Qualifications

Bachelor’s degree in Business Administration, Public Administration, Management, or a related field (Master’s preferred).

Minimum 8 years of progressive experience in operations or office management, working with donor‑funded development programs in a multicultural stakeholder environment.

Demonstrated understanding of procurement and grants management procedures and donor compliance, especially DFAT.

Strong ability to develop and maintain effective working relationships with team members and stakeholders.

Excellent oral and written skills in Bahasa Indonesia and English.

Demonstrated initiative, reliability, sound judgment, and professional integrity.

Strong ability to work productively in diverse, cross‑cultural environments and manage competing priorities under pressure and to tight deadlines.

Competent in Microsoft Office and common IT applications.
