National Consultant for Strengthening UNICEF’s Innovative Finance Initiative (Jakarta, 4.5 months, for Indonesians only)
UNICEF Indonesia seeks an individual consultant to support innovative finance work at the Jakarta office and explore potential expansion of innovative finance at national and sub‑national levels.
Role Overview
Building on the financial innovation efforts in Indonesia initiated in 2021, this role will focus on streamlining UNICEF’s Innovative Finance for Children (IF4C) agenda at the national level. The consultant will develop a strategic roadmap, design a contextualised social policy framework, and provide technical assistance to ensure the IF4C initiative can be effectively implemented nationwide.
Key responsibilities include:
Collaborating with national and local partners to identify and operationalise innovative financing opportunities for child rights.
Conducting technical reviews and quality assurance of existing innovation projects (e.g., ISFF, faith‑based financing).
Developing scalable implementation guidelines that align with local development priorities.
Co‑creating a strategic roadmap and policy framework that consolidates key learnings and guides future innovations.
Providing regulatory and policy guidance to support the expansion of innovative financing initiatives across provinces.
Minimum Requirements
Master’s degree in economics, finance, business, or related fields.
Minimum five years of academic, research, or professional experience in economics, finance, public policy, or social policy.
Strong understanding of national and sub‑national government planning and budgeting.
Familiarity with UNICEF programming and experience working under UNICEF mandates (preferred).
Strong experience coordinating with the private sector (preferred).
Strong experience liaising with local/city government offices (preferred).
Exposure to research organisations (preferred).
Excellent communication, writing, and speaking skills in Bahasa Indonesia and English.
Computer skills including internet navigation, teleconferencing, file sharing, and office applications.
