Established in 1951, the International Organization for Migration (IOM), as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non‑governmental partners. Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organisations, private sector stakeholders, migrants, and local communities. About the Context
In the migration management, irregular migration poses significant risks to both migrants and smuggling facilitators. Migrant smuggling networks are exploiting economic migrants seeking better job opportunities abroad. As a result, smuggling crime has evolved into highly organised and profitable criminal enterprises where Indonesia plays a vital role as a transit country. The role of coastal communities in facilitating irregular migration is crucial and dynamic; they act as captains, procure boats and machines, supply food, water, fuel, and arrange accommodation for migrants.
Role Overview
The consultant will be responsible for developing, operationalising and managing a strategic social media campaign to increase public awareness of the risks of irregular migration and to strengthen informed decision‑making among relevant communities, migrants and coastal communities.
Core Responsibilities
Design, develop, and operationalise a strategic social media plan grounded in behaviour‑change communication principles that aligns with IOM communication standards and donor requirements.
Serve as the focal point for coordination with external vendors for materials production, providing strategic guidance, supervision and quality assurance.
Ensure that all social media assets are culturally sensitive, visually compelling, subtitled appropriately and disseminated timely across Facebook, Instagram and TikTok.
Support the overall online campaign activation targeted to migrants (Rohingya and Sri Lanka refugees) and coastal communities in Indonesia.
Strategy and Coordination
Lead the development of a data‑driven social media strategy, including enhancement or adjustment of existing platforms, audience segmentation, setting realistic KPIs, conducting relevant research, and content scheduling.
Design and produce monthly reports for the engagement of social media accounts and content performance, maintaining regular updates on KPI achievement.
Maintain regular coordination with IOM to ensure the campaign implementation aligns with project objectives, field activities and key events.
Lead administrative processes related to vendor management, including documentation, verification of deliverables and payment processing in coordination with relevant internal units.
Conduct monthly social media listening, monitoring and analysis on the perception of migrant and coastal communities regarding safe migration, migrant smuggling and emerging trends; connect observations to project objectives.
Media Monitoring
Provide monthly reports on social media engagement and content performance, including statistics, challenges and recommendations.
Education
Bachelor’s degree in communications, journalism, public relations, social science, digital media or a related field from an accredited institution with at least three years of experience in social media marketing, content creation or social media management; or
School diploma with at least four years of relevant professional experience.
Experience
Proven experience in developing content strategy, planning and implementation.
Experience in handling project objectives on Communication for Development or Social Behaviour Change Communications considered a strong asset.
Experienced in managing social media accounts.
Good understanding of modern visual design principles and elements (typography, colour theory, composition).
Proficiency in professional design tools and ability to illustrate or hand‑draw materials.
Familiarity with migration issues, forced migration and coastal community knowledge in Indonesia is an advantage.
Experience working with vulnerable communities and providing support for project implementation is an asset.
Skills
High creativity with great attention to detail.
Strong organisational and communication skills (written and spoken).
Proficiency in using Microsoft Office and professional design tools (Photoshop, Illustrator, InDesign).
Strong attention to detail, discretion and a client‑oriented approach.
Ability to write clear and concise reports.
Demonstrated ability to maintain confidentiality and work independently with minimal supervision.
Languages
IOM’s official languages are English, French and Spanish. Proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Travel Required
Travel may be required for the development of IEC materials, subject to prior coordination and confirmation from the Senior Project Associate and National Programme Officer. IOM will cover associated travel costs and Daily Subsistence Allowance (DSA) for the consultant in accordance with IOM applicable rules and procedures.
