Senior Procurement Programme Lead – Electrical Infrastructure Location: France (Ile de France or North East of France)

Project Location: Middle East (programme led from France)

Procurement Scope: $150M+ Electrical Equipment & Systems

Turner Lovell is a specialist recruitment partner to the global energy and grid infrastructure sector. We are currently supporting a leading international engineering organisation delivering a first-of-its-scale electrical infrastructure programme in the Middle East, strategically led from France.

This landmark initiative represents over $150M+ procurement scope covering major electrical equipment and engineered systems. Manufacturing and sourcing activities are coordinated across Europe, creating a highly international and multi-supplier delivery environment.

Due to the scale and strategic importance of this programme, we are seeking a Senior Procurement Programme Lead to structure and drive procurement performance at programme level.

This is a high-visibility leadership position in a project that has never previously been executed at this scale within the organisation.

The Opportunity You will take full ownership of procurement strategy, supplier performance, budget governance, and on-time delivery for a major electrical equipment package.

Leading a team of 8 buyers and procurement professionals across France, you will:

Build structure and governance in a first-of-its-scale programme

Coordinate European manufacturing and supply chains

Align procurement delivery with project timelines

Drive operational excellence under safety, quality, delivery and cost principles

Key Responsibilities

Define and deploy procurement strategy aligned with programme delivery goals

Lead and develop the procurement team to ensure high performance

Oversee supplier selection, commercial alignment, and contractual governance

Ensure cost control, schedule adherence, and risk mitigation

Act as the procurement interface with senior programme stakeholders

Drive continuous improvement across processes and supplier performance

The Ideal Candidate

Master’s degree in Supply Chain, Engineering, Business, or related field

Significant experience in procurement within energy, EPC, or complex infrastructure environments (min 7/8 years)

Proven leadership of teams within multi-site or international project settings

Strong commercial acumen and contract negotiation expertise

Experience managing high-value equipment or engineered systems packages

Structured, strategic mindset with the ability to operate in complex environments
