We are now seeking a
Proposal Engineer
to join our growing European team. This role will play a central part in preparing competitive EPC offers and coordinating across engineering, procurement, and commercial functions both in Europe and with our global supply chain.

Proposal Engineer – PV & BESS EPC
Role Overview:
The
Proposal Engineer
will manage the full tender preparation process — from initial RFQ analysis through to final bid submission — ensuring that each proposal is technically compliant, cost-optimized, and aligned with both client expectations and Chint Group standards.
The role interfaces daily with engineering teams in Europe and Asia, equipment suppliers, local partners, and clients’ teams and technical advisors.
Key Responsibilities:
1. Tender & Proposal Preparation
Analyze tender documents, technical specifications, and scope of work for PV and BESS EPC projects.
Prepare compliant and alternative competitive technical and commercial proposals.
Prepare cost estimations and pricing sheets using supplier and internal cost data.
Develop technical narratives, project execution methodologies, and schedules.
2. Coordination & Internal Interfaces
Coordinate with internal engineering team to collect design inputs.
Work closely with procurement and supply-chain teams to align equipment specifications and sourcing strategies.
Support internal review and approval cycles with management before bid submission.
3. External Interfaces
Interface directly with
clients, developers, consultants
, and
partners
to clarify technical and commercial aspects of tenders.
Collaborate with
local partners
for balance-of-plant pricing, permitting constraints, and construction methodology.
Participate in pre-bid meetings, site visits, and clarification calls and support negotiations, representing Chint Green Energy Europe professionally.
4. Technical Support & Optimization
Propose value-engineering solutions to improve competitiveness (layout optimization, equipment selection, …).
Ensure consistency between design, cost estimation, and procurement assumptions.
Contribute to continuous improvement of pricing databases and proposal templates.
5. Documentation & Compliance
Compile bid packages including execution methodology, project organization charts, quality and HSE plans, and compliance matrices.
Prepare responses to post-tender clarifications and technical queries.
6. Handover & Reporting
Support project handover to execution teams upon contract award.
Maintain records of tender results, pricing benchmarks, and supplier feedback.
Prepare periodic reports on bid status, win/loss analysis, and market pricing trends.
Our requirements:
University degree in Electrical, Mechanical, Renewable, or Energy Engineering (or equivalent).
3–5 years of experience in proposal or tender engineering within
renewable energy
or
power EPC
companies.
Hands-on experience in
utility-scale PV
and/or
BESS
projects.
Familiarity with
EPC turnkey contracts (FIDIC, LSTK, D&B)
is a plus
Understanding of PV and BESS design principles and component interactions.
Proficiency in cost estimation, BoQ preparation and documentation preparation.
Advanced Excel skills, office suite and familiarity with MS Project or equivalent for schedule preparation.
Strong organizational, analytical, and communication skills.
Ability to coordinate across international teams and multiple time zones.
Comfortable working in a fast-paced, multicultural EPC environment.
Fluent in English (spoken and written); additional languages are a plus.
