Overview

Director, Data Services and Analytics – Canada’s Drug Agency (CDA-AMC) – Toronto, Ontario (hybrid). Closing date: October 24, 2025. Salary range: $128,520 to $161,160 per year. CDA-AMC is a pan-Canadian health organization, independent and not-for-profit, headquartered in Ottawa with a satellite office in Toronto. We drive coordination and public value in Canada’s drug and health technology landscape, providing independent evidence and advice to health system leaders and collaborating with national and international partners. Status: Full time, indefinite. Location: Toronto, Ontario (hybrid). We are a 2025 National Capital Region Top Employer and support a hybrid work arrangement to balance collaboration with flexibility. Applicants must be located in Ontario, with rare exceptions for remote positions. Primary Focus

The Director, Data Services and Analytics will lead data and analytics implementation for CDA-AMC and decision-makers, supporting data quality, access, and linkage across systems to provide policy-driven information and analysis. The role will oversee a team that develops a program delivering data services and analytics to support regulatory, health technology assessment (HTA), deliberation, appraisals, and downstream decision-making, enhancing the quality and usability of data sources. Priorities will be guided by health system decision-maker needs in a complex, multi-partner environment. Collaboration with other pan-Canadian and federally funded entities is fundamental to the role and team success. Responsibilities

Provide strategic insight and advice on data sources, opportunities, and data gaps, with an initial focus on pharmaceuticals and potential expansion to medical devices and clinical interventions. Develop and deliver a strategy for data services and analytics to meet customer and partner needs. Assess current needs and opportunities using public and private data systems to support collaborative analysis. Design and execute processes to identify, select, and apply standards and guidelines; improve data quality across registries and data repositories. Lead data analytics execution to support decision-making and programs. Maintain overall project accountability, including budget and delivery, alignment with procurement processes, team recruitment, and collaboration with People and Culture and Procurement teams. Design and support project oversight, including advisory mechanisms and necessary technical input. Ensure effective reporting and communication to the leadership team. Apply project, change, risk, and relationship management skills to expedite decisions and maintain alignment across workstreams and stakeholders. Contribute to annual business planning for the data services and analytics team and monitor the annual operating plan and budget; inform performance measurement and evaluation efforts. Postsecondary education in a related discipline with experience overseeing large data systems, data access, and quality improvement. Progressive senior leadership experience in health care, with pan-Canadian, national, or provincial involvement; an equivalent combination of education and experience may be considered. Experience in regulatory, HTA, medical devices, or pharmaceutical reimbursement. Ability to distill complex information from multiple partners to support rapid, thorough decisions. Understanding of data governance, data sources, and data availability that inform HTAs and decision-making. Knowledge of HTA, appraisal, and health economics methodologies and how to apply data to decision-making. Excellent communication skills; ability to convey complex concepts succinctly. Ability to navigate uncertainty and ambiguity and articulate a clear vision. Strong collaboration and inclusive planning skills with capacity to rally diverse stakeholders. Experience applying complex influencing strategies. Systems-oriented thinking with an understanding of both the big picture and operational details. Assets (What will set you apart)
