As the Chief Operating Officer, you will join a group of hands-on executives to drive growth and operational excellence. You will approach problems with an engineer’s mindset and own the construction of scalable, framework-based solutions across talent services, professional services, and talent functions. You will oversee Talent Operations to ensure a balanced, efficient, and scalable talent supply to meet client demand. You will collaborate with Product and Data Engineering to design infrastructure and features that enable talent as a service, aligning operations with strategic priorities. Responsibilities

Build and own the vision, strategy, and execution plan for Toptal’s services and talent functions—including all service lines. Define the organizational structure and leadership model for Services and Talent Operations teams. Provide hands-on operational leadership with rigor, consistency, and accountability across service lines. Translate business goals into detailed operational roadmaps for all areas of responsibility. Establish scalable processes and systems to ensure delivery excellence, efficiency, and client satisfaction at scale. Oversee talent supply, matching, and resource planning in coordination with Services and Talent Operations. Partner with Product, Marketing, Finance, and Legal to execute strategic priorities and company-wide initiatives. Drive a high-performance culture and ensure Talent Operations supports delivery excellence and scalability. First-week to First-year Plan

In the first week : Onboard, learn Toptal’s model and value proposition, and gain clarity on organizational structures and challenges. In the first month : Conduct assessments of service lines and Talent Operations, validate findings with senior leaders, and begin shaping a strategic operating model. In the first three months : Execute a detailed operating plan focused on scalability and efficiency; sponsor initiatives to improve delivery and client satisfaction. In the first six months : Achieve growth in gross revenue and pipeline; refine processes to support seamless service delivery and cross-functional collaboration. In the first year : Establish a high-performing leadership team, position operations as a competitive advantage, and scale the operational infrastructure for anticipated growth. Qualifications and Requirements

Bachelor’s degree required; Master’s degree in Engineering, Business, or related field preferred. 10+ years of leadership experience in managing complex service organizations and multiple business units, ideally in professional services or tech-driven environments. Proven track record leading multi-service line operations with P&L accountability and growth. Ability to develop and execute scalable operational strategies driving efficiency and client satisfaction. Experience at a technology or hyper-growth company preferred. Management consulting (top-tier) or investment banking experience preferred but not required. Strong strategic thinking, problem-solving, and data-driven decision-making in ambiguous environments. Excellent communication and interpersonal skills; ability to influence executives and clients. Experience driving cross-functional collaboration across sales, marketing, delivery, and support. Highly organized, detail-oriented, and capable of mentoring others to execute efficiently. Adaptable to changing priorities and able to build consensus among senior stakeholders. Ownership mindset and commitment to high-quality deliverables. Willingness to travel to meet clients and teams as needed.
