Job DescriptionSenior Project Analyst ZEV

up to 11 months**ZEV Task Force:*** Join a specialized task force for Zero Emission Vehicle (ZEV) testing and deployment* Develop early-stage strategies based on pilot projects testing ZEV technologies (vehicles, fuelling, maintenance facilities and practices)* Collaborate with research institutions to secure grant funding and deliver projects, including technology surveys* Partner with other City departments for vehicle testing, infrastructure design, and installation* Interact with utility providers**Strategic Planning & Implementation:*** Guide the strategic implementation of the fleet decarbonization plan* Support the phased transition to low-carbon alternatives, ensuring alignment with City Plan emissions targets* Conduct research and analysis to develop robust decarbonization policies and programs* Prepare and present strategic recommendations to leadership and key decision-makers**Collaboration & Communication:*** Translate complex research into clear, actionable reports and presentations for all stakeholders* Collaborate with other units to understand service needs and evaluate operational impacts of decarbonization* Plan and execute events, workshops, and informational sessions on the City's decarbonization efforts* Participate in public outreach and consultation events**Project Management & Compliance:*** Identify funding and develop grant applications for emission reduction programs* Ensure project compliance with legal, contractual, OH&S, Enviso, and other requirements* Take ownership of existing projects (study, design, operational tests) and coordinate completion with stakeholders (City groups, Funding Organizations, FFS)* Perform other duties as required to advance the City's environmental and sustainability objectives## Qualifications:* University degree in Business Administration, Public Administration, Operations Management, Strategic Management, or a related discipline in Clean Energy, Sustainable Energy, Energy Science, or Engineering Sciences* Minimum of five (5) years of progressively responsible experience in a combination of: strategic and operational business planning, working with corporate performance measures and budgets, and business case development (specifically for emission reduction projects involving vehicles)* Experience establishing strategic plans and driving projects towards shared corporate strategic direction, ensuring that strategic objectives are grounded with the technical limitations of the project* Experience performing technical and/or financial analysis in a fleet environment (2 years)**Assets:*** Professional Engineer (P.Eng) in good standing and registered with APEGA* Course work, training, or certification in:

+ Emissions and energy accounting (GHG inventory, project-level GHG accounting adhering to international standards)

+ Building energy efficiency

+ Navigating multidisciplinary projects (vehicles, building systems, utility connections) in an integrated ASME+V environment

+ Budget management

+ Distributed Energy Resources (DER) and renewable energies

+ Low emission technologies (hydrogen, batteries, biofuels)

+ Albertaโ€™s deregulated energy market**Skills required for success:*** Expert ability to define scope, manage timelines, control costs, mitigate risks, and autonomously resolve complex project challenges* Demonstrated success in leading, managing, and delivering process and service improvement initiatives* Proven ability to guide teams and affected stakeholders through significant transitions, anticipating resistance and building consensus* High-level intuition for navigating complex political, social, and economic environments to secure buy-in* Strong systems-thinking capabilities with a talent for identifying synergies and understanding operational dependencies* Advanced analytical skills with the ability to synthesize complex information and apply solution-based reasoning* Highly effective verbal and written communication skills, tailored to both technical and non-technical audiences* Strong ability to facilitate critical discussions, present reports to leadership, and negotiate effectively* Ability to identify gaps and related risks in legislation applicable to PZEV and ZEV* Applicants may be tested* Alignment to our Cultural Commitments and Leadership Competencies ()* Embracing a culture of equity, diversity, reconciliation and inclusion**Conditions of Employment:*** Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE), such as wearing steel-toed boots* Valid Alberta Class 5 driver's licence (or provincial equivalent)* Applicants may be required to arrange their own transportation for use on City business (reimbursed in accordance with City policy)* Hire is dependent on a Police Information Check satisfactory to the City of Edmonton**The City of Edmonton values applicants with a diverse range of skills, experiences and competencies, and encourages you to apply.
