POSITION SUMMARY
Celltrion Canada is hiring a Manager of Private Payers and Government Affairs. Celltrion’s pipeline of biosimilars is needed to help ensure the sustainability of Canada’s healthcare system. Reporting to the Head of Market Access, this position involves working closely with external stakeholders as well as cross‑functional teams internally to design and implement initiatives that enhance Celltrion’s reputation as
the
go‑to solutions provider, resulting in the expedited listing of our products on both private and public plans across Canada. While the private payer position is national in scope, the Government Affairs responsibility will encompass Ontario and, potentially, Western Canada.
KEY ROLES AND RESPONSIBILITIES
Responsibilities
Market Access Administration: Ensuring the smooth execution and oversight of market access activities involved with listing agreements, payments, and submissions
Private Payers
Strategy Development: Create and execute comprehensive private payer strategies to secure product reimbursement
Negotiation & Access: Negotiate product listing agreements with private insurers, pharmacy benefit managers, and consultants
Market Access & Value Proposition: Translate clinical evidence into economic value propositions for non‑government, third‑party payers
Stakeholder Engagement: Build and maintain relationships with key private payer decision‑makers and influencers
Evidence Generation: Collaborate with medical affairs to generate real‑world evidence required by private payers
Reimbursement: Work with the PSP to identify and maximize reimbursement opportunities
Monitoring: Track policy changes and competitor activities to adapt access strategies
Market Access Strategy Execution: develop and execute national market access strategies effectively, ensuring alignment with overall brand objectives. Co‑develop and execute negotiation strategies and deliver timely product listing agreements
Stakeholder Engagement: Establish and maintain strong relationships with public, healthcare professionals, patient organizations and key opinion leaders. Engage with payers to support product inclusion in drug formularies
Access Barrier Identification and Resolution: Identify and overcome barriers to market access at national and regional levels, as well as within the PSP
Field Support and Education: Provide field‑based support and education to healthcare providers on the clinical and economic value proposition of Celltrion’s products. Collaborate with sales and medical teams for consistent messaging
Data Collection and Reporting: Gather and analyze field data on market access challenges, competitor activity, and payer trends. Report findings to inform decision‑making
Cross‑functional Collaboration: Work with cross‑functional teams to ensure successful product launch and market penetration. Provide field insights to support value propositions, pricing strategies, and health economic models
Influence the development of legislation and policy, working with provincial Market Access & Government Affairs colleagues, brand teams and external stakeholders, leading projects that drive meaningful policy change for the benefit of patients
Manage Government Affairs brand and corporate budgets
Manage external vendors hired to support Celltrion’s government affairs projects
Convene a wide variety of internal and external stakeholders and subject matter experts to develop actionable and realistic Government Affairs engagement plans that support overall brand and portfolio strategies to ensure a supportive policy environment for Celltrion’s assets across Canada
PROFESSIONAL COMPETENCIES AND SKILLS
Superior Administrative Skills
Deep understanding of the Canadian healthcare system, private and public payer landscape, and reimbursement processes with 5+ years' experience in market access, health economics, or a related role
3+ years' experience engaging with Canadian public and private payers
Strong relationship‑building, strategic thinking, communication, negotiation and influencing skills
Agile, with the ability to work independently and manage multiple priorities in a fast‑paced environment
Results and solutions‑oriented, with a focus on achieving goals and proactively identifying and implementing solutions to overcome challenges
Willingness to travel extensively across Canada as needed
