Job Description

Work Objective

Performs complex professional, technical, administrative, and engineering work for transportation engineering projects. Ensures the safe and efficient operation of roadways by overseeing studies, design, analysis, and implementation of traffic solutions including supervising and coordinating the department’s transportation planning, traffic engineering, traffic safety for all modes of travel, traffic calming, private development review process related to traffic engineering, and responding to traffic requests and inquiries. Work is performed independently under limited supervision with moderate latitude. Examples of Essential Functions

Reviews signing and pavement marking plans, maintenance of traffic (MOT) plans, development proposals, and Capital Improvement Projects (CIPs) for compliance with Federal, State, County, and City codes, regulations, and standards. Manages various engineering and administrative functions, including the preparation of detailed traffic reports, plans, and specifications. Conducts traffic studies, analyzes traffic data, and identifies areas in need of improvements. Oversees project budgets, timelines, and resource allocation; prepares proposals and establishes project milestones and completion dates. Performs the investigations of complaints and field issues affecting the public, property owners, contractors, maintenance personnel, and traffic operations. Reviews traffic studies and provides recommendations on traffic management strategies and public infrastructure needs. Offers traffic engineering guidance to developers, contractors, consultants, other agencies, and the public to address complaints, and assess project impacts on congestion, safety, and operational efficiency. Identifies and implements innovative solutions to improve traffic flow and safety. Communicate with the public and stakeholders about traffic engineering projects and issues. Utilizes advanced technology and software to assess and implement improvements in traffic safety, transit planning, and operations. Determines applicable codes, regulations, and requirements for assigned projects and makes sound decisions on complex traffic-related issues. Prepares contract documents for transportation engineering projects. Performs other related duties as assigned. Supervision

Supervises junior engineers and technicians, providing guidance and support. Minimum Qualifications

Bachelor’s degree in civil engineering or related field; three (3) or more years of progressively responsible experience as a professional engineer in Traffic or Transportation Engineering, including supervisory responsibilities. Preferable candidates to have a Florida Professional Engineer (PE) license and Traffic Operations Professional Engineer (PTOE) certificate. Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment. In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
