Responsibilities
Primary Purpose: Provides technical, engineering, and project leadership for CMBC’s Trolley Overhead (TOH) power distribution system. Serves as CMBC’s primary technical authority for TOH design support, system analysis, inspections, preventative maintenance planning, and engineering documentation. Leads a technical support team responsible for layout development, field investigations, estimating, and program implementation. Works closely with the Manager, Trolley Overhead Power Distribution, to ensure alignment between technical programs and operational execution. Coordinates technical activities with internal stakeholders, municipalities, developers, contractors, and the TransLink Capital Program to ensure the safe, reliable, and efficient operation of the TOH network. Ensures all technical work aligns with CMBC standards, safety requirements, operational needs, and long‑term asset strategies. Supports the Senior Manager with system expertise, performance insights, and continuous improvement of TOH programs, processes, and engineering practices. Responds to off‑hour emergency calls as required.
Key Accountabilities
Technical Support & Engineering Expertise: Serves as CMBC’s primary source of technical support for TOH system components, designs, failures, and engineering queries. Troubleshoots complex technical issues and provides solutions to field staff, supervisors, and external partners. Conducts technical reviews of equipment, components, and system designs. Provides technical recommendations to support system reliability, asset performance, and lifecycle planning.
Leadership: Provides leadership and direct supervision to reporting staff. Assigns work, sets priorities, and provides coaching, mentorship, and technical direction. Leads performance management processes including goal setting, evaluations, attendance management, and discipline where required. Ensures staff receive appropriate training, development, and certification to maintain competency. Plans resources, manages workload distribution, and coordinates leave coverage. Promotes a strong culture of safety, teamwork, and continuous improvement.
Project Management & Coordination: Leads TOH‑related projects including replacements, renewals, and system improvements. Develops scopes of work, cost estimates, timelines, and resource plans. Coordinates with contractors, municipalities, engineering consultants, and internal departments. Monitors project performance, risks, issues, and deliverables to ensure successful project outcomes.
Drawings, Design Support & Technical Documentation: Prepares, reviews, and updates TOH engineering drawings, layout plans, and specifications. Maintains accurate technical documentation and version control for use by field crews and engineering teams. Ensures designs reflect current standards, system conditions, and operational needs.
3rd‑Party Coordination: Serves as CMBC’s technical point‑of‑contact for municipalities, utilities, developers, and external contractors. Coordinates planning, cost estimating, quoting, execution oversight, and cost recovery. Ensures all external work complies with CMBC’s TOH standards and safety requirements. Coordinates resources with Manager, Trolley Overhead Power Distribution and Manager, Power Systems.
Capital Projects: Serves as CMBC’s technical point‑of‑contact for TransLink Capital projects. Coordinates planning, cost estimating, quoting, execution oversight, and cost recovery. Ensures all external work complies with CMBC’s TOH standards and safety requirements.
Inspections & Preventative Maintenance Planning: Leads planning of TOH inspection programs. Analyzes inspection data and recommends corrective or preventative actions. Supports lifecycle planning, risk mitigation strategies, and long‑term maintenance program development.
Safety & Compliance: Ensures all work aligns with the Canadian Electrical Code, WorkSafeBC, CSA standards, and CMBC safety procedures. Supports development and updates of safe work procedures, engineering standards, and hazard controls. Participates in safety committees, field audits, and safety investigations.
Stakeholder Coordination & Communication: Builds strong working relationships with municipalities, BC Hydro, consultants, development partners and internal stakeholders. Provides clear technical communication to leadership, field crews, and project partners. Prepares reports, technical summaries, and recommendations for management.
Qualifications
Education & Experience: Diploma or degree in electrical, mechanical, or civil engineering; or AScT designation; or an equivalent combination of education, training, and experience. Minimum five (5) years of progressively responsible experience in overhead line construction, electrical distribution, power systems, or transit infrastructure. Experience in technical project management, engineering documentation, and system inspections. Experience supervising technical staff, leading engineering/technical programs, or managing multi‑disciplinary teams is preferred. Experience working in a unionized environment is an asset.
Other Requirements
Strong technical understanding of overhead power distribution, trolley overhead systems, components, inspection practices, and construction standards. Ability to read, prepare, and review engineering drawings, layouts, and specifications. Field Safety Representative (FSR) certification Level A would be an asset. Advanced analytical and problem‑solving skills. Excellent organization and time management skills. Solid leadership skills to provide direction and manage contractors. Proficient report writing and at standard office tools including word processing, spreadsheet, AutoCAD and project management software.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule
37.5 hours per week.
Work Designation
Hybrid. This position offers the flexibility of working both on‑site and remotely within B.C.
Rate of Pay
The salary for this position ranges from $109,920 - $164,880 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. We aim to provide competitive pay that reflects your professional background and expertise. We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan as well as other employment offerings will be discussed in detail as your application progresses.
