Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Torontoโs subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Director Performance & Systems Leads the development and oversees the implementation of the Operations Governance and Performance Management framework and supporting processes, policies and systems to monitor and continuously improve the performance of all bus, rail and rapid transit services by Metrolinx, either through the direct provision of these services or through the contract and commercial management of third party service delivery partners.
What will I be doing?
Lead strategic business planning for Operations, integrating commercial, political, and stakeholder drivers to ensure service and fleet readiness.
Develop enterprise-aligned policies, objectives, and management frameworks (e.g., performance, risk, assurance).
Lead business performance monitoring and governance processes, including benchmarking, reviews, and continuous improvement.
Manage organizational change processes that impact assets, people, systems, and information.
Oversee critical monitoring and control systems supporting operational safety, asset performance and customer information.
Develop Operationsโ information strategy, data standards, and asset information models.
Lead asset register management, asset health monitoring, and operational data governance.
Partner with I&IT on technology strategy, system implementation, service management and continuous improvement.
Oversee the management of unstructured information (technical documentation, CAD files, records).
Provide regular performance updates to SMT and VP-level leaders.
Collaborate across Finance, I&IT, Operations, Commercial and external partners to enhance data quality, KPI development and governance.
Engage external agencies, and industry associations (CUTA, APTA, FRA) for benchmarking, contract development and best practices.
Serve as the subject matter expert for all operational performance reporting.
Ensure disciplined, standardized reporting of assured data to drive evidence-based decision-making.
Provide executive-level insight on KPI design, behavioural drivers, and continuous improvement.
Lead development of interactive reporting tools in partnership with I&IT.
Enable cross-functional alignment through focused and effective reporting.
Lead development of performance reports supporting financial oversight of transit operations.
Manage annual and long-term budgets, staffing plans and resource allocation.
Build and lead a high-performing team, fostering a culture of accountability, excellence and innovation.
Develop organizational structure, vision and direction aligned to corporate strategy.
Lead managers and their teams through coaching, performance management, and strategic workforce planning.
What Skills and Qualifications Do I Need?
Degree in Engineering, Mathematics, Data Science, or related field -or a combination of education, training and experience deemed equivalent
Demonstrated leadership experience in rail or bus operations, performance management, data analytics, and governance.
Strong knowledge of operational performance metrics, forecasting, risk, assurance frameworks and continuous improvement.
Experience with contract management, regulatory compliance, and collective agreements.
Proven ability to lead organizational change, develop strategies, audit compliance, and design effective structures.
Strong communication and presentation skills, including C-Suite interaction.
Demonstrated ability to manage large teams (union and non-union) and build collaborative stakeholder relationships.
Advanced analytical skills and proficiency with complex computer, database and analytical systems.
