Purpose of Position
Accountable for providing leadership in the delivery of Policy Development programs, services or initiatives in support of the overall Policy Function.
Key Responsibilities
Oversees the development and implementation of Policy Development programs/services/initiatives, including strategies, plans, rule‑making, guidance and other tools to meet the overall strategic plans and priorities of the Policy Function in support of FSRA goals of a principles‑based, risk‑focused, regulatory framework for the delivery of a transformed regulator.
Directs the provision of technical policy leadership, expertise and advisory services for a variety of sectors (e.g., Pensions, Auto/ Health Service Providers - related to auto insurance claims, Life/Mortgage Brokers, Credit Union/Loan and Trust) including resolution to a range of policy issues, the development of rules or sector guidance, and the provision of advice regarding methods for the implementation of policy and programs lead by other FSRA departments.
Provides direction and leadership for the research, environmental scanning, monitoring, analysis and assessment of a broad range of issues, trends and developments, including those across Ontario and other jurisdictions which affect the development of FSRA policies and programs, including evidence based research and data provided by various sources.
Ensures the provision of responsive and timely analysis and advice on emergent policy issues and initiatives impacting the regulation of financial service sector in Ontario.
As a member of the FSRA leadership team, contributes to the FSRA strategy and development of tactics; and provides leadership in executing programs, services or initiatives to deliver on the strategy.
Plans and manages the delivery of section programs/services/initiatives, ensuring consistency with overall function performance measures, standards, and best practices and integration with overall FSRA directions.
Working with core regulatory areas, regulatory support functions, the Ministry of Finance and other stakeholders, provides policy expertise and advice to FSRA management and staff in response to issues and risks to achieving FSRA mandate; providing evidence‑based recommendations for change.
Manages the section and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for building a strong team including hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.
Works with the EVP in developing overall function operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to section, function and overall FSRA matters. Accountable for the management of the section budget.
Champions and leads critical change and a new collaborative, forward thinking culture within the section, and works with others to achieve this across the department or sub‑function.
Promotes and drives innovation and continuous improvement throughout the section and across FSRA related to section programs, services and initiatives.
Leads and/or participates on projects within the section, function to represent the section’s interests in program/service/initiative decision making.
Develops and manages relationships and consultation with stakeholders impacted by section programs, services and initiatives to identify trends, issues and needs.
Works seamlessly in collaboration with colleagues within the policy division and core regulatory areas on department priorities for FSRA.
Acts on behalf of the Head or EVP, as assigned.
Qualifications
Education and Experience
Degree in finance, law, economics, public policy or related field.
8 – 10 years’ experience in planning and managing the development of policy, programs, services, initiatives in the areas of financial services, public policy or regulatory oversight and in interpreting legislation/regulations, design programs/services directly or on behalf of government.
Expertise in working as a contributing member of a multi‑functional department.
Relevant industry experience preferred with a focus on one of the following sectors – financial services, pensions, auto/HSP, life/mortgage brokers, credit unions, loan and trust.
Knowledge and Skills
Skills and ability to manage and champion change for a new organizational culture and vision.
Skilled in leading policy development, expertise and policy issues analysis, or equivalent skills and experience.
Leadership skills to implement a new organizational structure, systems, and standards.
Knowledge of government decision making processes, agency oversight, policy development, legislative/regulatory design principles.
