Reporting to the Manager, Financial Planning & Analysis/Deputy Treasurer, the Senior Financial Analyst is responsible for providing technical financial expertise and support to various departments. Key responsibilities include detailed review and analysis of Operating and Capital Budgets, assessment of actual revenues and expenditures in conjunction with multiple financial inputs such as the Development Charges Background Study and Asset Management Plan. The role requires ongoing collaboration and communication within Finance and across departments, along with financial leadership for new initiatives, service enhancements, and changes to departmental operations. All work must ensure compliance with Town financial controls, policies, and applicable legislation, standards and municipal processes. This role serves as a primary resource for Tangible Capital Assets (TCA), ensuring compliance with Public Sector Accounting Board (PSAB) requirements, alignment with Asset Management Policy and completing year-end reporting. This position supports the Town’s long-term financial sustainability, viability, and financial integrity. The position acts as a resource for directors, managers and project managers throughout the operating and capital budgeting process and provides ongoing maintenance of reserves, development charges and grant funding. As the Senior Financial Analyst, Financial Planning & Analysis, you will perform the following duties, including but not limited to: Develop and report of the operating and capital budgets, including providing customer support and responding to departmental inquiries Provide ongoing support to departments to help deliver a robust and transparent budget to Council, including coordinating and preparing the formal budget documents, reviewing proposed changes in service level and providing financial input and analysis Act as a liaison with division staff to support departments with the budget process. Prepare external reporting to compile department financial results including Financial Information Returns (FIR), Municipal Performance Measurement Program (MPMP) submissions required by the Province, the annual Development Charges (DC), and other reports for special projects Prepare internal reports throughout the year including capital status, operating variances, closed capital projects, annual reserve and DC reporting, Ontario Provincial Police (OPP) financial reporting, cemetery reporting and other ad-hoc reports as required. Perform additional duties and undertake special projects as assigned. The Ideal Candidate

We are seeking an experienced professional with a post-secondary degree in Accounting, Economics or closely related field. Our ideal candidate has a minimum of three (3) years’ finance experience, preferably in the Municipal environment. Chartered Professional Accountant (CPA) designation required. The ideal candidate will have a demonstrated knowledge of municipal finance - including financial reporting, financial planning/budgets, cash flows, analysis, forecasting, internal controls, development charges, investments and project management, knowledge of audit processes and standards (both internal and external). We are seeking an individual who has knowledge of the Municipal Act and related regulations to municipal finance. The successful candidate for Senior Financial Analyst, Financial Planning & Analysis will be required to work a flexible schedule, including in the office, remotely and after hours (as required). This position offers a salary range of $99,166.76 to $123,958.45 plus a competitive benefit package. Satisfactory passing of a criminal record check, and proof of qualifications will be required of any successful candidate(s) for this position.
