Job Description Overview The Design Manager, Airfield Civil & Electrical will be hired under the Engineering Management Centre of Excellence group within the Engineering Management Technical Professional Organization (TPO) of Engineering Services Canada. The role supports the delivery of Engineering Services on a large GTAA project, reporting to the Director of Operations and leading the multidisciplinary design standards implementation while working collaboratively with the main contractor.

Your role

Leads and coordinates the implementation of multi‑disciplinary design standards and works collaboratively with the main contractor.

Oversees pre‑construction phase services, including planning, all design phases, site development, permitting, and procurement support.

Serves as client interface at multiple levels and all phases and provides technical advice, guidance and subject‑matter expertise with respect to design development.

Manages design consultancy agreements to meet contractual technical specifications, schedule and cost.

Facilitates design reviews and coordinates input and feedback from all stakeholders to ensure effective and efficient communication.

Manages reviews by external stakeholder groups (airlines, agencies, authorities having jurisdiction).

Provides management and executive‑level progress and performance reports, highlighting key risks and opportunities.

Manages client review/approval of the design at all phases and facilitates an effective handover between development and construction.

Provides technical assistance and support to delivery teams based on knowledge of design phases and GTAA’s facility requirements.

Conducts and coordinates quality reviews for compliance with program scope and work requirements.

Coaches, mentors, and supports the career development of GTAA staff.

About you

Recognized degree in engineering or architecture; relevant professional designation is an asset.

Demonstrable experience in managing senior stakeholder relationships and providing strategic level reporting for decision making.

Minimum of 10 years of professional experience in large capital programmes in an engineering/design management role focused on civil infrastructure, terminal construction, and/or net‑zero initiatives.

Demonstrable experience with AutoCAD & Revit (MicroStation an asset)/BIM/Civil 3D design software and Microsoft Office.

Experience in performing design reviews and facilitating design coordination activities.

Good working knowledge of program development including scope finalisation, cost estimating, scheduling and risk assessment.

Excellent stakeholder engagement and communication skills, including facilitation of meetings/workshops with large stakeholder groups.

Strong technical capability across all project phases and ability to solve complex problems, including using data analytics to support solution identification.
