Reporting directly to the Senior Manager, Revenue, this position is responsible to provide strategic direction and leadership to a team of union and non-union professionals in the management of Tax Services and Tax Policy & Assessment Review. This position will be responsible for building the Taxation and Assessment team into a strategic operation that provides outcome-based, effective and efficient customer service to both internal and external stakeholders. This position will provide decision-making that impacts significant programs, processes, policies and practices to meet all operational goals and objectives related to funding capital and operating expenses for all Departments across the City. As a key member of the leadership team, this role will participate in strategic planning at both the divisional level and broader City. This position is responsible for building strong relationships with leaders across the City and to become a trusted advisor. Accountable for the functional oversight and compliance within the following business streams:
Tax Services
Tax Policy and Assessment Review
Municipal Act, Assessment Act, Municipal Tax Assistance Act, Education Act, Payment in Lieu of Taxes Act, Residential Tenancies Act, Planning Act, MPAC Act, Assessment Review Board Act; and others that may come up occasionally
KEY RESPONSIBILITIES
Provide Functional Team Leadership
Oversee operational excellence and integrity by establishing goals and objectives to promote optimum effectiveness and ensure implementation of appropriate policies and practices that meet the Service Plan goals and objectives
Lead and be accountable for the Taxation and Assessment team in its day-to-day activities
Lead, motivate and retain a team of high performing employees that is capable of delivering results
Coach, mentor and initiate training of staff to guide their professional development and succession planning
Lead the implementation of opportunities to increase the productivity of the Taxation and Assessment team, reduce risk to the City and increase quality of service to internal and external stakeholder departments
Lead strategic change to meet organizational goals, particularly in aspects related to decision making and generating consensus
Direct and manage the general and supplemental tax billing process, payment processing function and any related matters regarding property taxes
Responsible for all Aspects of the Tax Billing Cycle
Develop and Implement Policy
Manage all operational and administrative aspects of the various tax billing, assessment review and tax policy processes including supervision, hiring, guidance and direction of staff
Ensure accuracy of all tax data and applicable rates and any related requirements in preparation of a tax billing
Liaise with Key Stakeholders and Provide Expert Testimony
Participates in City appeals at Court and at Assessment Review Board tribunals
Oversees the review of assessment data provided by the Municipal Property Assessment Corporation, including negotiation in appeal matters before tribunals and courts
Co-ordinates with tax system administrator in support of required updates for system maintenance and billings and verifies prior to implementation
Maintain knowledge of all applicable laws, regulatory, judicial mandates, ordinances, legislative various acts, codes and by‑laws set out by Federal, Provincial or Municipal levels of government
Build strong relationships with stakeholders across the City including Council and become a trusted advisor
Provide Senior Management with recommendations on managing critical issues and risks
Participate in strategic planning at both the divisional level as well as the provision of expertise to the broader City-wide strategy
Provide assistance/backup to Supervisors of Tax Services and Tax Policy and Assessment Review as required
Customer Service
Ensure that the Taxation and Assessment team is providing a high quality of service to internal and external stakeholders
Provide qualified professional advice to staff, departmental clients and other stakeholders
Liaise and interact with government agencies, public and private sector organizations, departments and Council to resolve issues and build trust
Partner with other leaders within the division to ensure alignment and coordination of broader Finance services for the organization
Relationship Management
Build effective working relationships at all levels ensuring the highest possible level of client satisfaction and being established as a trusted advisor
Build and foster strong working relationships and collaborative arrangements with internal and external customers, stakeholders, business and community leaders, sponsors, public and the media
Community Strategy
Ability to interact with internal and external key stakeholders, community groups, government agencies, public and private sector organizations
Attend Council, Committee and Management Team meetings to represent the section, provide expert advice and recommendations to influence decision‑making that have positive outcomes
Review and approve business proposals, reports prepared by staff for presentations to senior management, Council, stakeholders and recommend changes as required to influence effective decision‑making.
Provide professional consultation, including reports to Council and Committees
Budget Management and Accounting
Direct and control the section’s budget, ensuring approvals and spending are consistent with operating objectives to ensure budget compliance
Prepares and monitors budget for all tax related non‑departmental accounts
Ensure that all financial and procedural requirements are carried out in accordance with corporate financial policies
Reconcile accounts and prepare requisitions for the distribution of the tax levy to appropriate tax levying bodies
Analyses doubtful tax materials and determines annual exposure
Prepares various tax/assessment related schedules of annual Financial Information Return
Verify monthly reconciliation of Tax system (sub ledger) to General Ledger
Verify monthly reconciliation of all tax related A/R, A/P, revenue and expense accounts

SELECTION CRITERIA
Education
University degree in Business Administration or other relevant discipline.
Completion of the Certified Municipal Tax Professional (CMTP) designation, Member of the Institute of Municipal Assessors (MIMA) designation and/or Municipal Tax Administration Program (MTAP) certificate is required.
Completion of a CPA designation (CA, CMA, CGA), CFA designation or a Master’s Degree in a relevant discipline is an asset
Experience
5-7 years progressive financial/accounting experience preferably in both a public and unionized environment is an asset
5-7 years leadership experience; ability to lead, influence, direct and motivate staff
Management experience in a large highly diversified public or private sector
Other Skills and Assets
Excellent communication skills in English
Demonstrated report writing skills and experience
Possess strong verbal and written communication and inter-personal skills to deal effectively with various client groups including Council, Industry and Businesses
