Job Description
The Municipality of North Norfolk is seeking a highly motivated and experienced professional to join our senior leadership team as Assistant Chief Administrative Officer.
Reporting directly to the Chief Administrative Officer (CAO), the Assistant Chief Administrative Officer provides senior administrative leadership and operational support across the organization. This position plays a key role in corporate administration, human resources, planning and development, communications, and information technology, while supporting effective governance, service delivery, and organizational efficiency.
Key Responsibilities
Support the CAO with corporate administration, policy development, and organizational planning
Prepare reports, bylaws, correspondence, and recommendations for Council and committees, as directed by the CAO
Support implementation of Council decisions and strategic initiatives
Attend Council and committee meetings as required
Coordinate grant applications, project implementation, and reporting
Assist with the provision of leadership, mentorship, and training to staff
Planning & Development
Coordinate development applications including conditional uses, variances, zoning amendments, and subdivisions
Act as liaison between developers, planners, Council, and regulatory bodies
Assist with bylaw enforcement, long-range planning, and policy reviews
Support economic development and community growth initiatives
Communications & Social Media
Oversee the development, distribution and implementation of external communication strategies, including municipal newsletters, public notices, website content, and social media platforms
Information Technology
Oversee and coordinate municipal IT systems and service providers
Support cybersecurity, records management, system upgrades, and digital tools
Assist in developing IT policies and technology plans to enhance service delivery
Qualifications & Experience
Certificate of Manitoba Municipal Administration (CMMA) or willing to complete, or Post-secondary education in Public Administration, Business Administration, Human Resources, Planning, or a related field;
Experience in municipal administration or a related public-sector environment;
Knowledge of municipal planning and development processes considered an asset;
Understanding of municipal IT systems and digital operations an asset
Strong leadership, organizational, and interpersonal skills
Excellent written and verbal communication abilities
Ability to manage multiple priorities and meet deadlines
Strong analytical and problem-solving skills
High level of professionalism, discretion, and confidentiality
Proficiency with Microsoft Office and municipal software systems
