About the Role
We are looking for a highly skilled Senior Business Analyst to lead a critical system replacement project for the Province of New Brunswick. Our ideal candidate excels at delivering comprehensive project artifacts from Project Charters through Post-Implementation Reviews, with proven expertise in requirements traceability, RFP development, vendor evaluation, and change‑management materials. They will manage the full project lifecycle— from current state assessment to implementation planning and lessons learned—ensuring all business needs translate into a successful vendor solution with minimal operational disruption.
Collaborating with stakeholders, procurement teams, and steering committees, the Business Analyst must conduct workshops, document dependencies, develop evaluation criteria, and maintain project visibility through status reports and risk registers. This onsite role at Place 2000 requires strong facilitation skills, public‑sector procurement knowledge, and the ability to balance multiple deliverables across tight timelines while supporting training and adoption activities.
Key Deliverables
Project Charter and Work Plan
Define project scope, objectives, governance, timeline, roles, and responsibilities.
Document problem statement, desired outcomes, communication plan, and stakeholder engagement.
Establish baseline schedule with milestones, deliverables, and dependencies.
Current State Assessment Report
Analyze existing system processes, data structures, integrations, and workflows.
Identify pain points, risks, improvement opportunities, and dependencies.
Document data migration considerations and stakeholder requirements.
Requirements Traceability Matrix (RTM)
Link business, functional, and technical requirements to project objectives.
Capture requirements from workshops, interviews, and document reviews.
Ensure traceability through design, testing, and implementation phases.
RFP Documentation Package
Complete RFP documents including business requirements and evaluation criteria.
Develop mandatory/scored specifications and statement of work.
Align with public procurement guidelines and Procurement Branch requirements.
Vendor Evaluation and Recommendation Report
Summarize RFP evaluation process, vendor scoring, and comparative analysis.
Document strengths, weaknesses, and risks of each proposal.
Provide justified recommendation for preferred vendor.
Implementation and Migration Plan
Detail phases, deliverables, and dependencies from configuration to go‑live.
Include data migration strategy, testing plan, and cutover approach.
Define resource requirements, timelines, and risk mitigation strategies.
Project Status Reports and Risk Register
Weekly/bi‑weekly progress reports with accomplishments and upcoming activities.
Living risk/issue log with mitigation actions and owners.
Support governance and steering committee oversight.
Training and Change Management Materials
Training guides, quick reference materials, and presentation decks.
Communication templates and change impact assessments.
Coordinate training sessions and knowledge‑transfer workshops.
Post‑Implementation Review and Lessons Learned
Evaluate performance against objectives, timelines, and budgets.
Capture successes, challenges, and improvement opportunities.
Recommend ongoing maintenance and enhancement strategies.
Position Details
Location: Place 2000, Fredericton, New Brunswick (Onsite – required for assessment activities)
Hours: 7.25 hours per day
