The Ministry of Affordability and Utilities leads and coordinates government’s ongoing efforts to make everyday life more affordable, manages and develops policy for the development of the province's utilities sector and oversees a reliable and affordable electricity system for Albertans.

The Generation, Transmission and Markets branch under the Ministry of Affordability & Utilities manages the legislation, regulations and policies related to the generation and reliable transmission of electricity and Alberta’s wholesale market to ensure that electricity is traded in a fair, efficient, and openly competitive environment.

Role Responsibilities The Ministry of Affordability and Utilities is responsible for managing Alberta's electricity policy framework to ensure they are developed responsibly, in a way that benefits and brings value to Albertans as the owners of these resources.

The Policy Analyst is responsible for the development and implementation of strategic priorities and initiatives consistent with Affordability and Utilities mandate and business plan goals.

Reporting to the Manager, Electricity Sustainability and Innovation, the Policy Analyst supports strategic priorities such as policy work related to the generation, transmission, and market-based trading of electricity; issues management; planning and reporting; and other strategic initiatives.

The position is primarily responsible for coordinating the management of issues/projects and may be involved in data collection and analysis and developing recommendations or ideas for further discussion with management. The Policy Analyst conducts standard data collection and policy analysis, with precedents to follow for briefing notes and reports. The research assignments and preparation of briefings are known. Within the context of these assignments, this position must determine the most appropriate approach and practice used to achieve results and perform policy analysis, reasoning and drawing inferences from data to assist in developing recommendations on policy. Decisions will directly impact the timely management of issues, ensuring that advice developed by themselves and other branch staff is not unnecessarily delayed in being delivered to Affordability and Utilities executive.

Position Is Also Responsible For

Support policy coordination activities related to Energy's projects and initiatives.

Maintain knowledge of, and advise on, current policy issues and changes that may impact Affordability and Utilities projects and initiatives or may require additional tools to achieve defined outcomes.

Collect, update and analyze energy data and statistics.

Track and anticipate emerging challenges facing Alberta's electricity industry, such as changing generation profiles and climate change policy.

Conduct research and work with Senior Policy Analysts and Branch leadership to develop briefing materials, options, and recommendations for the Premier, Minister, Executive Council, and other senior officials.

Advise on timelines and milestones for policy and product development in order to implement changes within desired time frames; make recommendations on project plans, resourcing and timelines to reach milestones.

Maintain a series of products to communicate processes, timelines and facilitate decisions on timing and sequencing of initiatives.

APS Competencies Agility : Position will be responsible to maintain and improve processes for managing branch projects and action requests.

Drive for Results : Position requires a results focused individual that takes personal responsibility in ensuring key deliverables are met on time.

Build Collaborative Environments : It is critical that the position builds strong relationships with other Branch staff and key individuals in the Assistant Deputy Minister's office. These relationships will facilitate trust and open discussion in improving processes and adjusting timelines.

Creative Problem Solving : This position will be required to solve problems relating to electricity policy development and the management and reporting of branch activities. The position will be expected to question existing processes and approaches and come up with well thought out alternatives.

Qualifications University graduation in a related field (economics, public administration, business, arts, political science, international relations, law, etc.) with no experience.

Directly related education or experience considered on the basis of:

1 year of education for 1 year of experience; or

1 year of experience for 1 year of education.

Required Experience

Working Knowledge of Alberta’s Restructured energy market design.

Assets

Understanding of the economics of electricity Markets & Systems.

Working knowledge of policy development cycle and development of briefing notes.

Other Requirements

Must be available for travel at least 25%.

Hours of Work

8:15 am to 4:30 pm

36.25 hours per week (full-time) Monday to Friday.
