The City of Toronto’s Toronto Parks and Recreation (PR) delivers services that enhance quality of life for all residents. The Capital Projects, Design & Delivery (CPDD) branch is responsible for capital budget, finance, design, construction, and state of good repair (SOGR) for assets, with a division-wide capital program valued at over $4 billion.

Position : Project Director Transformation – Asset and Energy Management. Reporting to the Director of Capital Projects Design & Delivery; collaboration with Directors, Program Managers, Operations Managers, and counterparts in other Divisions to provide visionary leadership in transforming the asset and energy management portfolio.

Major Responsibilities:

The role champions collaboration, innovation, and continuous improvement to advance asset management transformation.

Coordinate condition assessments for Parks and Recreation facilities, buildings, park assets, bridges, sports facilities, trails, and related infrastructure on a five-year cycle; research industry standards and develop service standards to meet best practices and legislative requirements.

Provide leadership in developing tools and a data-driven decision-making framework, including a state of good repair prioritization framework; ensure capital plan reflects costs to achieve state of good repair and compliance with codes and standards.

Support the preparation of the capital budget and long-term capital plan, including assessing the state of good repair backlog.

Collaborate with the Capital Budget & Finance team to strengthen financial planning and governance of the asset portfolio; maintain asset inventory and lifecycle costing framework for forecasting SOGR requirements and backlog monitoring.

Contribute to annual capital budget submission and 10-year capital plan; validate asset data, refine cost estimates, and align asset condition data with capital investment priorities; support DC background studies.

Support decarbonization initiatives and assist with scoping and design review of major SOGR projects; develop parks and recreation design standards, guidelines, and approved supplier/vendor lists.

Lead development of long-term asset management strategy; establish interim guidelines for new facilities, tagging, inventory, and maintenance handover; ensure guidelines are applied in RFPs and tender documents.

Collaborate with utilities, provincial and federal governments, and City departments to identify funding opportunities for energy efficiency programs and secure funding.

Align asset management strategy with corporate requirements; support technology implementation and reporting; establish risk and issue management framework.

Develop a fully costed net-zero emissions plan for the division and report progress toward TransformTO goals.

Oversee recruitment, labour relations matters, performance management, training, and supervision of staff; prepare reports for City executives and Committees of Council.

Oversee day-to-day operations, including scheduling, assigning work, approving leave, and ensuring compliance with collective agreements, policies, by-laws, and legislation.

Key Qualifications:

Post-secondary education in Engineering, Sustainability or a related field with relevant experience.

Extensive experience in leading municipal asset and/or energy management programs.

Experience leading, coaching, and motivating staff through major change initiatives; ability to problem-solve creatively.

Experience in enterprise work order management, asset data management, risk management, and asset prioritization framework.

Experience working with executives and senior management across the organization to meet objectives while building relationships.

Experience in strategic planning and financial forecasting with strong presentation skills.

Strong analytical and interpersonal skills; excellent written and verbal communication, negotiation, and internal relationship building.

Knowledge of current City-wide strategic initiatives with political acumen and judgment.

Familiarity with employment legislation including ETA, HRA, OHSA, Planning Act, Construction Act, WHMIS.

P.Eng., Asset Management Certification, or Certified Energy Manager certification are assets.

Must possess and maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain a City driver’s permit.
