The Opportunity
The Director, Finance, Procurement & Performance provides strategic and operational leadership for financial management, performance reporting, decision support, and health information management in an acute-care environment. Reporting to the Vice President, Corporate Services & Chief Financial Officer (CFO), the Director partners closely with the Senior Leadership Team (SLT), clinical and operational leaders, and the Board Resource & Audit Committee to support high-quality, patient-centred care while ensuring fiscal sustainability, value for money, and compliance with legislative and funding requirements.
The Director leads day-to-day financial operations and procurement functions, oversees internal and external financial and statistical reporting, and plays a key role in advancing data-driven decision-making, performance measurement, and responsible purchasing practices. The role provides leadership for Finance, Procurement, Data Analytics, and Health Information Management (HIM), ensuring alignment with organizational strategy and Ontario Health, Ministry of Health, and Broader Public Sector requirements.
Duties And Responsibilities
Develop, implement, and maintain financial strategies, policies, and frameworks that support short- and long-term organizational goals, sustainability, and risk management.
Provide strategic financial advice to the CFO, SLT, and Board Resource & Audit Committee on financial performance, funding pressures, contract management, and investment decisions.
Ensure effective financial and procurement controls, audit readiness, and compliance with applicable legislation, standards, and hospital policies.
Lead the development, execution, and monitoring of the annual operating and capital budgets, multi-year forecasts, and long-range financial plans in collaboration with clinical and operational leaders.
Build financial literacy and capability among operational and clinical leaders to support informed decision-making.
Support business case development, financial modeling, and return-on-investment analysis for new initiatives, capital projects, and procurement decisions.
Provide oversight of procurement, sourcing, and contract management functions, ensuring best value, transparency, fairness, and compliance with the Broader Public Sector Procurement Directive.
Provide oversight of decision support, data analytics, and performance measurement functions, ensuring timely, accurate, and meaningful insights to inform operational and clinical decision-making.
Support the development and execution of the organization’s data analytics and performance measurement strategy, including data governance and standardization.
Leverage digital tools and advanced analytics to support quality improvement, resource optimization, and accountability.
Participate as a member of the Director team, contributing to enterprise-wide initiatives and strategic priorities.
Provide leadership, coaching, and mentorship to the Finance, Procurement, Data Analytics, and Health Information Management teams.
Act as a key liaison with external partners, including the Ministry of Health, Ontario Health, hospital and community partners, and external auditors.
Ensure accurate and timely submission of funding, financial, and statistical reports in accordance with MOH and Ontario Health requirements.
Maintain a strong understanding of provincial funding methodologies and their impact on hospital operations.
Education And Experience
Undergraduate degree in Accounting, Finance, Business Administration or related field
Professional accounting designation (CPA)
Strong working knowledge of Ministry of Health funding models and hospital accountability agreements
Demonstrated experience in leading the development of annual operating and capital budgets in collaboration with various stakeholders
Experience with business case development
Hands-on experience with ERP systems and financial and analytics platforms (Meditech, Workday, Power BI preferred)
Excellent knowledge of controls and audit processes to mitigate risk and establish effective financial oversight
Demonstrated experience in collaboration across departments to facilitate strong organizational decisions
Competencies

Hourly Wage:
$64.58 - $82.42 per hour [$125,928.09 to $160,719.70 per annum]
