Alstom is seeking a Electrification PrEM (Project Engineering Manager). This individual will be accountable for Electification OCS and POS design.

Responsibilities

On-time Design submission by his operational team

Lead establishment and Review basic and detailed design documents for Electrification

Technical Interface Management with Client, internal and external stakeholders

Technical management of suppliers and subcontractors related to design.

Signing off all Electrification design submissions

Provide support on Electrification topics to System Engineering team (Grounding and bonding, EMI/EMC....)

Respect of Engineering Management Plan and Design Quality Plan

Electrification global performances

Requirement development, coming from reference and applicable documents from Metiers, Standards, local practices, Certification, Safety, Platform and Customer, and for transverse requirement allocations to the various subsystems in close collaboration with the relevant specialists

Respect of normative references and local/international standards

Integration of Reliability, Availability, Maintainability and Safety (RAMS) requirements

Integration of Operation and Maintenance requirements in the delivered design, along with cost benefit analysis when required

Operational analysis definition and validation by the Customer and/or their Technical Advisor

Functional analysis and specification

Consistency and compatibility between all the sub-systems specifications

Efficiency and implementation of transversal studies related to Electrification (CEM, Earthing & Bonding…)

Deliverables list definition, scheduling and delivery

On-shore and Off-shore Design team management and coordination, including POS Design Managers and OCS Design Managers

Preparation of Design Reviews,

Management of all correspondences (letters, minutes of meetings, submittals…) related to Electrification design activities

Definition and review of components technical criteria and management of technical evaluation of suppliers

Factory Acceptance Tests (FAT) procedures and technical lead during FAT

Bill of Quantities (BOQ) management

Collect the REX (Return of Experience) coming from the Regional Centers

Review and getting approval of design deliverables, reply to comments if any

The Design team is mainly composed of on-shore located in Toronto, Canada, and off-shore located in St-Ouen, France, in Mexico, Mexico and in Bangalore, India.

Reporting This position will report to the Head of Electrification and will manage a team of up to twenty.

The candidate will liaise with:

Engineering: OCS and POS Design teams, Central Engineering and Transverse Engineering team

Project: Electrification, OCS and POS management teams

Site: Filed Operation management team

Customer, Consultants, External stakeholders

Civil Works and Track works Alliances

Asset management, Operations & Maintenance teams,

Interfacing sub-systems (Rolling Stock, Trackwork, Signalling, Civil works)

Regional Centers

Performance Measurements

The quality of the works performed

Educational Requirements Mandatory:

Bachelor's Degree of Science in Engineering, or scientific subjects

Professional Engineer designation as per Canadian regulations, or in progress

Desirable:

Master's Degree in Business Administration and/ or

Master's Degree in Project Management

Experience

A minimum of 10 years of direct experience in management of design of rail Electrification projects

Strong experience with the OCS and the 25kV Traction Power Substation design

Strong understanding of the design, construction, operation and maintenance of all Traction Power related systems

Experience in the oversight of equipment control circuitry, protection relays, applicable Electrical Codes (OESC, CSA, EN, IEEE), SCADA RTU systems, auxiliary power systems and grounding/bonding

Demonstrated experience in project delivery, technical design oversight, planning and scheduling, maintenance, construction and operations, and standard operating procedures

A minimum of three-four years of experience in multicultural team management

A minimum of four-five years of experience in 25kV brownfield Railway Project/s

Strong knowledge of Canada standards and common practices

Autonomy, motivated, initiative, and interested in innovative technical topics

Fluent in English, second language appreciated
