to join the Regulatory Transformationteam.

Under the authority of the Professional Engineers Act, PEO licenses and governs over 91,500 licence and certificate holders and regulates the practice of professional engineering in Ontario. PEO’s mission is to regulate and advance the practice of engineering to protect the public interest. With a talented, multidisciplinary staff of over 100, PEO’s vision is to be a trusted leader in professional self-regulation.

Position Summary The Director, Regulatory Transformation is responsible for operationalizing new policy programs, initiatives and processes, such as the EIT 2.0 program, upcoming CPD 2.0 program, fitness to practice program, mandatory reporting, and other strategic programs as they arise. The incumbent will cultivate a high-performing department that will act as an incubator for transformation at PEO. Dual reporting to the CEO/Registrar and the Vice-President, Regulatory Operations/Deputy Registrar, the Director, Regulatory Transformation, will lead the translation of policies into operational activities, ensuring team success through agility, alignment with strategy and a focus on continuous improvement. The Director provides thoughtful advice and guidance to the Executive Leadership Team (ELT) and participates in the development and implementation of various operational and strategic initiatives to enable PEO to achieve its organizational strategic goals and mandate.

Responsibilities

The primary focus of the role will be operationalizing policy development and launching the related programs. The first policy project will be the EIT 2.0 program, among many others. The Director will also provide leadership to other functions that may transition into the department as required by regulation and the evolution of organizational priorities and processes.

Interpret the Act and regulations to license holders and the public, providing information, as appropriate, related to regulatory processes.

Develop and administer annual operating and capital budgets for the department, exercising financial management of departmental budget, including expenditure review and control.

Direct and manage the team by setting clearly defined goals and objectives, develop performance measures and targets, and evaluate employee performance. Develop departmental structure to meet goals and objectives.

Work collaboratively with ELT in planning, priority setting and developing strategies that support PEO’s future vision and regulatory mandate.

Works closely with Directors across the organization, particularly Policy, Regulatory Operations (Licensing, Compliance and Legal), IT, Communications, and Finance to ensure alignment of transformational initiatives.

Technical Skills and Knowledge

The incumbent is expected to lead the function and team(s) by modelling agility.

Strong written communication skills to prepare a range of materials including correspondence, recommendations, policies, and briefing notes and papers on regulatory compliance matters.

Organizational skills to manage the flow of issues and files.

Management skills to produce high quality team results and outcomes, including effective delegation, coaching and performance evaluation.

Oral communication and presentation skills to present briefings for Council, staff and the public.

Diplomacy, patience, and consistency in communicating with Council, committees and the public.

Conflict management skills to productively navigate situations that may become adversarial in nature.

Attention to detail and thoroughness to evaluate and report on matters under review or investigation, decisions, and all the associated technical, legal and procedural documentation involved.

Professional judgment skills to navigate complex situations ethically.

Education/Qualifications

A Bachelor, Engineering degree with a P. Eng. in good standing is an asset.

A degree in business and experience and certification in project management is an asset.

Minimum of 5 years’ experience managing projects.

Minimum 5 years’ of people leadership experience with a focus in managing a team of experienced professionals in a regulatory field.

Progressively more responsible and accountable senior leadership experience in a similar capacity, preferably in a regulatory environment, including working knowledge of applicable legislative frameworks.

Credibility as an operational leader with the skills to build, implement and manage change within a complex or matrixed environment in the business services sector.

Business planning expertise establishing goals and objectives, prioritizing based on critical organizational strengths and weaknesses, anticipated impact, and feasibility of completion; managing and mitigating implementation risks; assigning accountability and resources; and setting timelines and tracking status.

Expert skills in building partnerships and strategic alliances for working with a diverse range of stakeholders, exercising tact and diplomacy, remaining focused, modeling impeccable integrity and displaying a positive attitude in the face of pressure.

Strong presentation and written and verbal communication skills.

Knowledge of legislative frameworks of self-regulating professions and privacy and confidentiality legislation and best practices with respect to statutory investigations.

An understanding of the Professional Engineers Act (Ontario), regulations, by-laws, and PEO policies and procedures is preferred.

We have embraced hybrid working, and for us this means coming to the office twice a week. However, if you wish to work in the office more often, you are welcome to.

Anticipated Salary The expected annual salary for this position is $155,000 - $172,000.
