About the Role Reporting to the VP, Treasury Services the AVP, Asset Liability Management (ALM) and Risk Management is responsible for Treasury’s first line of defense in the ongoing assessment of identifying, measuring and managing ALM risks. Active collaboration with the Risk Management department's second line of defense. Lead risk management and reporting team covering structural interest rate, credit and liquidity risks. Responsible for implementation and ongoing management of our Treasury risk management systems.

Responsibilities Interest Rate Risk and NII Sensitivity Management

Champion the ALM strategy and collaborate with the VP, Treasury Investments on investment strategy optimization across multiple years.

Responsible for the continuous monitoring and actioning of appropriate changes necessary to manage the Company’s interest rate risk sensitivity. This monitoring will be based on market factors, multiple periods, etc.

Oversee monthly Balance Sheet review meeting with various internal stakeholders from Treasury, Risk, Capital.

Risk Measurement and Reporting

Supervise the management of Treasury Services’ Risk Management and Risk Control Matrix (RCM) Programs.

Oversee preparation of the monthly Asset Liability Committee (ALCO) governance reporting package, including ongoing and continuous improvements.

Communication and presentations with internal leadership, internal committees and key stakeholders at the shareholders.

Responsible for leading the Treasury Risk and ALM Team to implement, operate and update CIBC Mellon’s Risk System of Record (FIS Bancware). This Treasury Risk System (TRS) is used to monitor various operating targets and limits and control the Company’s financial risk exposures as required by regulators, internal committees and shareholders. TRS operation & administration includes investment and customer deposit portfolio position data refresh, market data updates, financial modeling and reporting cube setup and maintenance.

Liquidity Risk Measurement and Reporting

Responsible for monthly production, changes, reviews and OSFI submissions for Liquidity Adequacy Requirement including the liquidity coverage ratio (LCR) and net cumulative cash flow (NCCF).

Subject matter expert on OSFI liquidity requirements liaising with stakeholder on application to CIBC Mellon.

Contribute to liquidity stress testing for both internal and regulatory requirements.

Regulatory and Compliance

Subject matter expert for regulatory, shareholder and internal expectations for measuring and managing interest rate risks and liquidity risks.

Oversee compliance with internal and external guidelines.

Other

Lead, train, coach, and guide team of Treasury Directors and Risk Analysts; monitor performance, complete performance reviews and set objectives, act in a collaborative function to ensure associated company objectives are achieved as a team.

Remain updated on developments in market risk management, including existing and new regulatory requirements and communicate implications to stakeholders as appropriate.

Ad hoc projects as assigned and represent Treasury on company-wide projects.

Qualifications

Post-graduate degree and completion of the CFA, other professional certifications and designations are an asset (CA, CMA, or MBA).

10 - 15 years of progressive financial services experience, minimum of 5 - 10 years in Asset Liability Management, within a banking environment.

Experience calibrating financial risk controls, documenting risk governance policies and procedures, monitoring ongoing risk compliance and escalating exception conditions as required.

Asset Servicing, Custodial, Treasury, Trading, Fixed Income, Swaps, Securities Lending or Financial Services Industry based experience.

Comprehensive knowledge of regulatory and reporting requirements including Interest Rate Risk in the Banking Book (IRRBB OSFI B-12), Liquidity Adequacy Requirement (LCR & NCCF) with some familiarity with Capital Adequacy Requirement and ICAAP stress testing.

Familiarity with risk systems such as Bloomberg Asset and Investment Manager (AIM) and FIS Balance Sheet Manager (FBSM).
