Technology Architect 8570-0309 at Foilcon. This is a hybrid contract role with three in-office days per week. The role commences April 1, 2025. Resume must include first and last name. Responsibilities

Lead the design, infrastructure architecture transformation and testing of the DHDP platform while maintaining alignment with DHIR, DHDP and iPHIS Introduce and sustain a comprehensive technology platform, technical strategy and integrated architecture to improve the structure and efficiency of the PHS solution portfolio Collaborate with PHS, Ontario Health, IBM, Oracle and other vendor partners to ensure continued availability of a comprehensive technology platform, technical strategy and integrated architecture, to improve the structure and efficiency of the technical platforms and applications via web, mobile and the cloud Act as liaison between the branch and external stakeholders, including Ontario Health, IBM Canada, RedHat, Docker, Sematext, AWS and Oracle Canada Apply best practices in design, build, development and deployment to meet functional and non-functional requirements, adhering to GO-ITS and Ontario Health 2.0 standards and internal branch standards; in some cases proposing amendments Define and design infrastructure, mobile, software, hardware and network requirements Develop agreed-to solutions and implement those new systems Design, test, install and monitor new systems Anticipate and resolve problems to ensure deliverables are completed within budget and to the highest quality, meeting or exceeding expectations Identify conflicts and communicate deliverable conflicts or issues to the engagement lead or client manager Build positive relationships by understanding business and deliverable needs Identify project and strategic risks and provide mitigation strategies Provide quality assurance/quality control of specific deliverables by overseeing junior staff Act as the senior technical advisor/expert, coordinating all aspects of a deliverable, including supervision of vendors/consultants where appropriate Develop mechanisms, frameworks, processes and procedures for implementing deliverables Work with business analysts to translate business requirements and functional specifications into an application design to meet business and IT needs and define project scope Assist with the development of business requirements Clarify client system specifications, understanding work practices and business Liaise with staff at all levels of the client organization Analyze I&T requirements and provide independent and objective advice on the use of I&T Prepare reports and presentations, including options, recommendations, implementation plans, designs, strategies and change-management options Present solutions in written or oral reports Prepare documentation and progress reports to management as required Public Sector Experience

5+ years of experience working with federal/provincial/broader public-sector healthcare providers Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices Ability to produce technical documentation that complies with industry standard practices In-depth knowledge of PMI and Public Sector I&T project management methodologies Knowledge of Ministry policy and IT project approval processes and requirements would be an asset Demonstrated experience with GO-ITS Digital Health and Ontario Health standards Extensive knowledge of the Ontario Health Technology landscape Extensive knowledge of Ontario health building blocks such as Client, Provider, Consent and User Registries Knowledge of Public Sector TRA and Architecture Processes would be an asset Knowledge of the Ontario Health HIAL and Blueprints Knowledge of Master Data Management solutions in Health Care and Ontario Health Client/Provider registries Extensive experience with health care IT systems and standards in Ontario Extensive knowledge of Immunization, Pharmacy, Lab, Drug domains and other health domains Experience with government IT systems and processes Technical Skills

10+ years of experience in:

Design and implementation; Maximum Availability Architecture; Oracle T7, Backup and Recovery Appliance, and Oracle OVM server farms Agile methodologies for large, complex environments Emerging IT trends in mobile, web services, and web-based technology Hybrid, on-premise and Cloud development with Platform as a Service (PaaS) and Container as a Service (CaaS) technologies Technical design and architecture principles

Solution Delivery: Senior designer and development experience in architecture, design, development, implementation, monitoring and tuning of highly available mission-critical systems using technologies such as JEE, JSF, JavaScript, Node.js and mobile technologies (iOS/Android) Experience implementing PKI and multi-factor authentication including SSO Architecture and technical team leadership: HL7 standards (HL7 FHIR, HL7V2, V3, HL7-CDA, IHE-XDS/SCR) and terminology standards (SNOMED-CT, LOINC); HL7-FHIR implementation experience Experience leading a team of developers and architects Core Skills and Experience

10+ years of experience in: proven technical leadership, ability to identify improvement areas and recommend solutions Coordinating all aspects of a deliverable including supervision of consultants Anticipating and resolving problems to ensure deliverables meet budget and quality expectations Identifying conflicts and communicating deliverable issues to the engagement lead or client manager Building positive relationships by understanding business and deliverable needs Developing mechanisms, frameworks, processes and procedures for implementing deliverables Preparing reports/presentations with options, recommendations, implementation plans, designs and change-management options Working with business analysts to translate requirements into an application design and define project scope Assisting with the development of business requirements Planning timelines and required resources Identifying project and strategic risks and providing mitigation strategies Defining and designing application, mobile, software, hardware and network requirements Designing, testing, installing and monitoring new systems Preparing documentation and presenting solutions and progress reports to clients Knowledge of Information Management principles and practices General Skills
