The Treasury Board Secretariat is seeking three (3) dynamic managers to join the Office of the Chief Risk Officer (OCRO) and help shape the future of risk management across the Ontario Public Service (OPS). In these roles, you will enhance risk intelligence, strengthen integration across government systems, and support ministries in making informed, confident decisions.

To succeed in these roles, you will:

Lead sector‑based portfolios by providing strategic risk advice to support effective governance, risk integration, and capability‑building across program areas.

Provide leadership for enterprise‑wide risk management by advising senior leaders, supporting governance bodies, and strengthening risk‑informed decision‑making and program delivery.

Develop and enhance tools, processes, and practices to strengthen compliance with policies, legislative requirements, and resource management frameworks, while aligning risk management with internal controls and audit standards.

Lead cross‑functional collaboration with internal and external partners to share best practices, address emerging risks, and promote effective governance and innovation across the public sector.

Oversee and advance risk management policies, tools, and measurement frameworks to support strategic planning, strengthen risk culture, and enable consideration of both risk and opportunity.

Monitor emerging risks, conduct analyses, develop key risk and performance indicators, and support performance tracking and reporting in complex environments.

Establish and lead a centre of excellence for enterprise risk management, driving innovation, best practices, and capacity‑building while embedding risk appetite and tolerance into decision‑making.

Meet Your New Team The Office of the Chief Risk Officer (OCRO) leads enterprise risk management (ERM) within the Ontario Public Service, advancing a smart risk culture and strengthening capabilities to support informed decision‐making. OCRO focuses on building a strong ERM foundation through improved tools, training, and technology; coordinating risk functions across government; and embedding smart risk‑taking into daily operations. The Chief Risk Officer oversees the ERM process, provides expert guidance, advises on risk policies, and ensures risk insights inform high‑level decisions.

These positions report to one of two Directors within OCRO:

Director, Corporate, Resources and Economic Development Risk Office Aliza Premji is a seasoned public service leader with deep expertise in financial management, risk, and assurance. She brings extensive experience supporting both ministry and enterprise‑wide advisory functions, with a strong focus on cross‑sector collaboration and change leadership. Aliza has held progressive leadership roles across the Ontario Public Service, including Audit Director roles in the Ontario Internal Audit Division. She holds a Bachelor of Accounting and Financial Management and a Master of Accounting from the University of Waterloo. Known for championing continuous improvement, Aliza fosters a culture of transparency, integrity, and empowered decision making.

Director, Community, Health and I&IT Risk Office Shannon Carto is a strategic and forward‑thinking leader with extensive experience in enterprise risk management, strategic planning, and public policy across provincial and municipal government. She has held progressive roles within OCRO and central agencies, including Manager, Risk Advisory, and Senior Auditor with the Office of the Auditor General. Shannon holds graduate and doctoral degrees in environmental science and climate change impact analysis from the University of Toronto. A committed people leader, Shannon champions innovation, organizational resilience, and inclusive leadership, and is actively engaged in advancing equity and inclusion initiatives across the OPS.

Please note:

These positions require on site attendance

five (5) days per week

at the Toronto office location.

Technical Expertise:

Enterprise Risk Management:

Demonstrated experience in risk analysis, advisory services, and enterprise risk management, including supporting and implementing modernized ERM frameworks within complex organizations.

Governance & Advisory:

Strong understanding of governance, risk frameworks, and performance measurement, with experience providing strategic risk advice to senior leaders.

Financial Risk & Reporting:

Skilled in financial risk control, enterprise risk reporting, and the use of risk metrics to inform decision‑making.

Data Analytics & Digital Tools:

Proficient in data analytics, databases, and operational systems, with knowledge of financial and statistical modelling; experience using digital and AI-enabled tools, including Power BI, is an asset.

Communication and Relationship Management Skills:

Collaborative Relationships:

Builds effective, collaborative relationships with internal and external partners to support strategic initiatives.

Executive Communication:

Experienced in delivering executive briefings, supporting committees, and contributing to continuous improvement efforts.

Clear & Strategic Communication:

Communicates complex business needs in plain language to promote shared understanding and alignment among partners.

Judgement & Political Acuity:

Applies strong analytical thinking and sound judgement to navigate sensitive, complex, and high‑impact issues.
