Position Overview About the Role As a senior member of the Development Engineering team reporting to the Manager, you will use your technical expertise and leadership skills to manage and provide professional engineering oversight in the review of land development applications. You will ensure that municipal infrastructure, public works, services and amenities required to support development are clearly defined, appropriately designed and delivered, and meet District bylaws, standards and requirements.

Key Responsibilities

Lead overall engineering review and oversight of land development applications, ensuring projects are designed according to District standards, relevant bylaws, industry best practices, and long‑term strategic plans.

Mentor Development Engineering staff on project direction and decision‑making to support consistent standards and sound engineering judgment.

Support development projects from planning and design through construction and warranty, resolving issues promptly, maintaining clear communication, and ensuring compliance with contractual and regulatory requirements.

Lead interdepartmental reviews of offsite drawings for complex sites, review consultant‑prepared engineering drawings, stormwater management plans, and technical studies, and provide technical input to ensure designs comply with District standards and support planning recommendations.

Represent the District and liaise with internal stakeholders, engineering consultants, developers, and external agencies to coordinate activities and support effective project delivery.

Develop solutions based on engineering practice and industry standards while improving current practices and procedures.

Provide direction on detailed civil designs and infrastructure servicing requirements to align projects with municipal standards and objectives.

Prepare reports, presentations, and responses to queries from Council, committees, and the public in a way that supports informed decision‑making.

Provide strategic input into corporate initiatives, policies, and procedures related to development engineering to support District priorities.

Attend public information and engagement meetings as needed to provide information and respond to questions.

Ideal Candidate You are a seasoned engineer with strong technical expertise and sound judgment. You work effectively with a wide range of stakeholders, build consensus, reconcile differing perspectives, and navigate sensitivities, trade‑offs, and political considerations.

You also bring:

Thorough knowledge of development processes, including rezonings, subdivisions, development permits and building permits.

Strong understanding of civil engineering principles and municipal servicing standards, including stormwater management, municipal operations, infrastructure design and development engineering best practices.

Excellent written and verbal communication skills, including report writing and presentations.

Strong organizational and time‑management skills, with the ability to manage competing deadlines and resolve issues proactively.

A service‑oriented, analytical approach that balances the needs of developers, consultants and the public while maintaining District priorities.

Demonstrated leadership skills, with the ability to engage and support others to achieve strong outcomes.

Qualifications You have a degree in civil engineering and are registered as a professional engineer in B.C. You have at least seven years of progressively increasing responsibility in the public sector and/or as a municipal consultant and hold a valid Class 5 B.C. driver’s licence.

Details Salary:

The pay range for this exempt position is $128,164.82 to $142,500.73 per annum (2024 rates)

Hours of Work:

35‐hour work week (Compressed work schedule available)
