Duties:
Provides leadership and guidance to the Asset Management Section to support the successful execution of the Service’s strategic goals, including Purchasing, Receiving, Asset Inventory Control, Quartermaster Stores, Property Control, Facilities, Fleet, and Courier Services.
Manages staff through leading, directing, guiding, organizing, coordinating workloads, assigning tasks, and engaging in change management.
Manages team leadership and development, including hiring, onboarding & orientation, training, coaching, development, feedback, and performance management.
Establishes goals and priorities, identifies risks, sets standards, measures results, and ensures alignment with strategic and operational priorities, budget, schedules, policies, procedures, and standards.Identifies, recommends, and implements changes to policies and procedures.Determines resource allocations to ensure the smooth and effective operation of the Section.
Prepares, manages, controls, and reports on Asset Management capital and operating budgets, as well as service-wide operating budgets for facilities, fleet, phones, leases and other general SPS functions.Utilizes modelling, forecasting, prior years’ analysis, and future projections.Ensures accuracy and alignment with SPS Finance during year-end processes.
Develops and manages detailed annual operating and maintenance plans for SPS’s vehicle fleet, facility operations, equipment, and other Asset Management sections.Uses a combination of in-house staff and private sector contracts to deliver the most cost-effective service.
Provides direction to Fleet Managers and works directly with their staff regarding fleet procurement, disposal, repair, alterations, accounting, reporting, vehicle specifications, and vehicle maintenance policies and procedures.
Provides advice and recommendations on new police vehicle specific equipment and products, solutions to changing requirements relating to officer safety and technology changes, and types and quantities of vehicles for SPS.
Creates purchase specifications, evaluations, and contracts.Provides procurement training and direction to other members of the Service.Ensures that procurement is performed following SPS and City of Saskatoon policies.
Reviews, negotiates, approves, and implements new or existing service/maintenance/consulting contracts and lease agreements for various scopes, including vehicles and facilities.
Works directly with Facilities management staff regarding maintenance requirements, internal maintenance requests, improvement requests, trades requests, and custodial requests.Fields SPS maintenance requests and collaborates with Facilities staff to ensure completion of maintenance items without disruption to operations.
Develops, manages, and controls the implementation of space accommodation, planning, tenant improvements, and renovations by using a combination of public and private resources.
Prepares, manages, approves, and leads projects of varying scopes and complexity.
Implements and develops plans, strategies, recommendations, and analysis of life cycles, turnover, and lead times of various scopes, including quartermaster items, various types of equipment, and facilities.
Confirms and coordinates insurance implementation and renewals.
Maintains SAP/Fusion system, mainly relating to purchase requests, purchase orders, receiving, inventory management, inventory entries, financial reporting, and maintenance requests.Tests future SAP/Fusion upgrades and changes in areas of responsibility.Creates processes and procedures for the Section and all of SPS to utilize these features of SAP/Fusion.
Administers an inventory management software used by Property Control.
Liaises with City of Saskatoon business units to improve processes, enhance projects, resolve issues, ensure alignment, and negotiate partnerships.
Creates and maintains excellent customer relations, both with internal SPS members and external stakeholders.Member of various committees related to areas of responsibility.
Performs other related duties as assigned
Qualifications:
University degree.in Business Administration, Engineering, Facilities Management, or a related field.
Four to six years’ progressively responsible related managerial experience.
Experience in the management of vehicles and facilities would be an asset.
Experience in project and financial management would be an asset.
Experience in purchasing and inventory management would be an asset.
Experience with SAP/Fusion would be an asset.
Demonstrated leadership and management skills, including strategic planning, budgeting, management reporting, managing change, organizational development, and performance management.
Knowledge of the principles of management accounting information, budgets, forecasts, reporting, and internal control systems.
Demonstrated ability in project management.
Demonstrated ability to adapt quickly, operate in a fast-paced environment, balance multiple concurrent projects, and deliver results with tight timelines.
Ability to establish and maintain effective working relationships with SPS members, other agencies, and the public.
Demonstrated ability to communicate effectively orally, in writing, and with reports.
Expertise and demonstrated proficiency in the use of a computer and software programs, including inventory management programs, Microsoft Office Suite programs, Excel, and SAP/Fusion.
Experience in a Municipal Environment would be an asset.
Ability to pass the Saskatoon Police Service security clearance process.
$102,126.96 to $119,998.80 per annum (2026 rates)
