SUMMARY Reporting to the President, the Real Estate Development Manager serves as the strategic driver for the entire real estate project lifecycle—leading initiatives from initial feasibility through building design, site plan approvals, rezoning applications, permitting, and regulatory compliance. This role covers a diverse portfolio of residential and commercial developments, including subdivision applications, commercial buildings, residential towers, and mixed‑use projects. The Real Estate Development Manager develops and manages comprehensive plans, budgets, and timelines, ensuring all tasks, consultants, and milestones align to achieve project objectives. Acting as the central coordinator, this role orchestrates interdisciplinary teams and external partners to deliver high‑quality developments from concept to completion.

RESPONSIBILITES

Lead the full real estate development lifecycle, acting as the strategic driver for all phases—from project feasibility and due diligence through planning approvals, building design, rezoning (ZBA), site plan approvals, and permit applications

Evaluate project feasibility, planning policy, zoning regulations, servicing strategies, and environmental considerations

Prepare and manage planning applications, including rezoning, site plan approvals, and permits, ensuring timely acquisition of all approvals and compliance with municipal and provincial regulations

Coordinate and manage interdisciplinary consultants—planners, architects, engineers, and other specialists—to deliver integrated designs and technical reports aligned with project objectives

Oversee building design and site planning, ensuring compliance with development standards and alignment with community and stakeholder expectations

Develop and maintain comprehensive project plans, budgets, and schedules, tracking milestones and deliverables to keep projects on time and within budget

Represent the company at public consultations, committee and council meetings, presenting proposals and addressing stakeholder feedback

Monitor project expenditures, review and approve invoices, and ensure financial accountability throughout the development process

Collaborate with internal teams to align construction activities with approved development plans and timelines

Provide regular reporting to ownership and stakeholders, including project status, schedule, and budget updates

Maintain accurate project documentation, including schedules, meeting minutes, budgets, cost tracking, and regulatory records using Procore

REQUIREMENTS

5 years of experience in real estate development or land use planning

Proven experience with planning approvals (OPA, ZBA), site plan and subdivision process (full cycle), and servicing strategy.

Ability to interpret and apply Ontario planning policies and regulations

Strong experience in multi‑residential building design coordination

Demonstrated ability to communicate effectively with architects, civil/structural/MEP engineers, and earth science consultants

Exposure to secondary plan processes and municipal engagement

Familiarity with geotechnical investigations and environmental assessments

Experience preparing and reviewing technical reports and drawings for planning submissions

Proficiency with project management tools (e.g. Procore) and Microsoft Office Suite

Successful completion of criminal background check (paid by BlueStone)

Must have a valid G driver’s license, access to vehicle in good working order, and automotive insurance with minimum liability of $1,000,000.
