This role is Hybrid, Halifax, Nova Scotia or Victoria, British Columbia Life Cycle and Materiel Manager (LCMM) – Marine Mechanical Specialist Position Summary Thales Canada is looking for a Life Cycle and Materiel Manager (LCMM) - Marine Mechanical Specialist to support its non-Combatant In‑Service Support Programs for the Royal Canadian Navy. The LCMM – Marine Mechanical Specialist is responsible for engineering support and technical oversight of Marine Propulsion, Steering, Auxiliary and other mechanical systems on board the various platforms of the Royal Canadian Navy. Accountable to the Operational Support Manager and working directly with various internal and external stakeholders, this role manages various activities to establish and maintain the configuration and design intent of the marine auxiliary and other mechanical systems on the ships and manage any changes through their end‑of‑life and divestment. The successful candidate will leverage their existing knowledge and expertise in marine mechanical systems and equipment to become a subject matter expert and main point of contact for all technical matters associated with the systems assigned thereto. The principal objective is to maximize effectiveness and efficiency, while minimizing the Life Cycle Cost (LCC) associated with the support of their systems.

Regulatory Compliance Requirement This position requires direct or indirect access to hardware, software or technical information controlled under the Canadian Export Control List and/or the US Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access, including eligibility to the Canadian Controlled Goods Program and ability to obtain a Canadian NATO Secret clearance.

Key Areas of Responsibility

Performing Life Cycle and Materiel Management functions including but not limited to equipment obsolescence, material compatibility issues, alternate part investigations, maintenance management, and disposal management.

Supporting and managing activities associated with the design and configuration control of the vessels including conducting functional and physical configuration audits, as well as deviations and waivers documentation.

Providing technical advice to enable auxiliary and mechanical equipment and/or systems to be correctly operated or maintained.

Monitoring systems and equipment performance through various reports such as Unsatisfactory Condition Reports (UCRs), Pre‑installation failures (PIFs) and technical investigations (TIs) conducted by the customer.

Ensuring proper level of spares are maintained throughout the life of the systems and equipment; support the cataloguing process.

Conducting technical investigations into problems associated with marine auxiliary, propulsion, steering and other mechanical systems, equipment and/or software issues, including failure analysis and solution recommendation.

Developing and reviewing technical documentation including equipment specifications, installation and maintenance instructions, test and trials agendas, and engineering change documentation and drawings.

Analyzing requirements associated with baseline changes to the ships configuration, equipment and software.

Liaise with OEMs, Service Providers and ship staff to support the investigation and resolution of defects.

Preparing documented work scopes, suitable for the solicitation of quotations from external resources such as OEMs, manufacturers, suppliers, testing facilities or specialist service providers.

Preparing and managing Work Packages and cost estimates for customer approval.

Minimum Requirements

Minimum education requirements:

3‑year technical program diploma (for Technologists) or 2‑year technical program diploma (for Technicians) in a marine mechanical technical field offered by a recognized technical institute; or

Certified a technologist or technician by a recognized provincial, state, or federal licensing body in a relevant field or certified body; or

Certified as one of the following marine technical trades of the Canadian Armed Forces:

RQ‑PO1 or RQ‑PO2 Marine Technician

QL 6A or 7 Marine Engineer

Possess a minimum 8 years of demonstrated professional work experience in the naval, marine, or offshore industry within the last 15 years.

Extensive knowledge of marine auxiliary systems including but not limited to Propulsion, Steering Systems, Black and Gray Water, HVAC, Refrigeration.

Working knowledge of Microsoft Office Suite.

Familiar with safety standards.

Strong communication skills (oral and written).

Language: English (Essential).

Preferred Qualifications

Minimum 10 years of experience as a Technical Specialist with marine mechanical systems.

Previous experience with the Royal Canadian Navy or Canadian Coast Guard.

Previous experience as a Life Cycle Materiel Manager in the marine mechanical field.

Demonstrated project management experience.

Familiar with Integrated Platform Management System (IPMS).

Familiar with the Department of National Defense (DND) maintenance management and implementation system “DRMIS.”

Experience in delivering marine in‑service support of operational assets.

Familiar with certification requirements including but not limited to Classification Society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations.

Physical Demands

Predominantly office work but will be required to occasionally travel to and work in dockyards and onboard Naval ships.

May be required to undertake inspections on Naval ships which may involve bending and twisting, and working aloft.

Special Position Requirements

Schedule: 40 hours per week.

Travel: Occasionally domestic or international travel may be required in support of the ships.

The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between Total Target Cash (TTC) $95,000‑$105,000‑$130,000 CAD annual.
