Workspace
The resources will be provided a workspace at 60 Moodie Drive, Nepean Ontario for the occasions they are required to work on-site.
Background
The department is in an interim period of elevated pace while onboarding critical staff. To maintain continuity of Civilian HR operations and ensure data quality and timeline, the department requires two Intermediate HR Consultants to execute essential operational functions and support knowledge transfer for newly onboarding personnel. Their work will improve data integrity, and maintain accurate organizational charts, enabling timely decision-making and compliance with internal HR governance.
Mandatory
M1 Language Capacity
The Offeror must certify in the space provided below that the proposed resources meet the language requirements specified in the Statement of Work.
M2 Security
All security requirements as specified in Security Requirements Checklist (SRCL) must be met at the time of Contract Award.
M3 Topic Related Experience
The Offeror’s proposed resource must have a minimum of seven (7) years of experience as a Human Resources Consultant within the last ten (10) years.
This experience must include delivering operational Human Resources services, including staffing and classification processes, maintaining organizational charts, and ensuring data integrity.
The Offeror must evidence this experience by itemizing it in the space provided below using the following format:

M4 Applied Language Requirement Specifications Experience
The Offeror’s proposed resource must have a minimum of four (4) years of applied experience with language requirement specifications or job language profiles based on business needs and client service obligations.
The Offeror must evidence this experience by itemizing it in the space provided below using the following format:

The Offeror must additionally provide the following information for all experience itemized that occurred within the last three (3) years using the following format:
M5 Applied Human Resources Management System Experience
The Offeror’s proposed resource must have a minimum of four (4) years of applied experience with Human Resource Management System Guardian within the last ten (10) years.
This experience must include performing data verification and compliance checks for the following Human Resources processes:
Staffing
Classification
Organizational Chart Maintenance
Language Requirement Specifications

The Offeror’s proposed resources should have experience in creating clear and comprehensive SOPs for HR processes that support onboarding new HR staff and operational continuity. This includes should:
Documenting step-by-step procedures
Ensuring SOPs align with internal governance frameworks and compliance requirements
Designing SOPs that are practical, easy to follow, and suitable for training newly onboarded HR staff.
For the experience to qualify, it must be a minimum of one (1) year.

R2 Creation of Job Aids and Onboarding Materials
The Proposed Resources should have experience developing user-friendly job aids and onboarding materials that simplify HR processes for new HR staff. This includes:
Creating quick reference guides, checklists, and visual aids for key HR tasks.
Embedding these materials into structure onboarding programs to accelerate time-to-proficiency.
For the experience to qualify, it must be a minimum of one (1) year.
