Singmobility Technology Surveillance PTE.LTD – Woodlands
We are looking for a driven Homologation Professional to lead global market access projects. Based in Singapore, you will act as the technical lead for EU and ASEAN certification programs while providing regulatory intelligence for North America (US/Canada), Latin America, and emerging markets. You will be responsible for interpreting regulations, defining test plans, and compiling whole-vehicle technical reports for major automotive OEMs.
Responsibilities
Lead the Whole Vehicle Type Approval (WVTA) process according to (EU) 2018/858 and the latest GSR II (General Safety Regulation) requirements to ensure compliance and market access in EU and ASEAN regions
Manage ASEAN market certification projects (e.g., Singapore VTA, Thailand, Malaysia) by applying ECE mapping strategies to minimize re-testing and accelerate certification timelines
Advise clients on regulatory updates in WP.29 and EU directives to maintain alignment with evolving compliance standards
Conduct feasibility and gap analyses for non-ECE markets including Canada (CMVSS), USA (FMVSS), Latin America, and Africa to identify homologation challenges and opportunities
Translate complex regulatory texts into actionable test plans and design requirements to guide engineering teams in meeting certification criteria
Identify technical barriers for vehicle export and develop homologation strategies to facilitate global market entry
Draft, review, and compile comprehensive Whole Vehicle Information Documents and technical reports to support certification submissions
Consolidate and validate large volumes of testing data to ensure accuracy and consistency across multiple market applications
Manage submission processes to Approval Authorities such as KBA, RDW, and NSAI to secure timely certifications
Oversee project execution, ensuring milestones are met on schedule and coordinating cross-functional teams to resolve non-compliance issues during testing phases
Collaborate effectively with testing laboratories, technical services, and OEM clients to drive problem-solving and continuous improvement
Required competencies and certifications
Proficient in Mandarin (Reading & Spoken) to analyze technical data from Chinese OEMs and communicate with their R&D teams
Proficient in English for official reporting and liaison with European authorities
Preferred competencies and qualifications
Diploma or Bachelor’s Degree in Mechanical, Automotive, or Electrical Engineering
3 to 5 years of relevant experience in automotive engineering, homologation, or quality assuranceHands‑on experience with ECE Regulations or vehicle testing
Strong analytical skills to interpret legal texts
Self‑starter with the ability to work autonomously in a startup environment with evolving processes
Other Information
This is an opportunity employed by Singmobility Technology Surveillance and deployed on‑site to DEKRA’s Singapore office.
Upon successful performance or mutual agreement, there is potential for a direct permanent employment contract with DEKRA Singapore as a founding member of their new technical setup.
