Position Purpose
A versatile position within a dynamic nonprofit that helps communities recover after disasters and gets children back in school. The Director of Integrated Operations is a full time position providing strategic and operational leadership for the shared functions that underpin All Hands and Hearts programs, including logistics, technical construction support, safety and community safeguarding. The role ensures response and recovery teams have the tools, systems and specialist support needed to deliver safe, high quality and efficient programs in disaster affected areas. This role is deployable to major responses, and forms part of the core Operations leadership team alongside the Director of Humanitarian Response and Director of Recovery.

Essential Functions
Provide overall leadership for the Integrated Operations function, setting a clear vision and priorities for logistics, technical construction support, safety and community safeguarding support in line with organizational strategy and operational needs.
Serve as part of the Operations leadership team with the Director of Humanitarian Response and Director of Recovery, collectively setting priorities, allocating resources and driving improvements across Operations. These three roles form the core leadership of Operations.
Lead the development and implementation of an international logistics strategy, including supplier networks, freight and shipping routes, customs and import processes, and pre positioning.
Support the COO as a senior operations leader, including contributing to organizational strategy, presenting Integrated Operations priorities and updates to the Leadership Team, and representing Operations in cross departmental initiatives.
Deploy, when required, to major responses and key programs to provide direct operational leadership and support in logistics, technical construction and safety, and to help model best practice in the field.
Ensure that response and recovery teams receive timely, appropriate logistics support, including procurement, warehousing, fleet, equipment, shipping and field logistics for both domestic and international programs.
Oversee technical construction support across all build and repair activities, working closely with the Manager of Technical Capacity to ensure designs are buildable, structurally sound, cost effective and aligned with agreed standards and local regulations.
Partner with program leads to integrate technical considerations into program design and implementation, including materials choices, construction methods, quality assurance and site safety planning.
Guide and support the Safety and Security Advisor and provide leadership on security for all operations, ensuring that risk assessments, movement plans and incident reporting systems are in place and followed.
Work closely with the Safeguarding Advisor and People and Culture to embed community safeguarding in program design and delivery, including safe community engagement practices, appropriate reporting pathways and support for raising concerns.
Develop and maintain core policies, procedures and tools for logistics, technical standards, safety and related areas, ensuring alignment with humanitarian standards and internal protocols.
Establish and monitor service level expectations for Integrated Operations so that response and recovery teams understand what support is available, how to access it and how requests are prioritized.
Lead planning and resource allocation within Integrated Operations, balancing competing demands from multiple responses and programs in collaboration with the Director of Humanitarian Response and Director of Recovery.
Drive continuous improvement in Operations by identifying cross departmental issues and opportunities, leading or supporting change projects that strengthen systems, processes and ways of working across the organization.
Contribute actively to emergency preparedness and response planning, ensuring that pre positioned items, early response kits, technical guidance and safety procedures are ready to deploy and regularly updated.
Participate in after action reviews and debriefs for major responses and programs, capturing lessons related to logistics, technical quality, safety and safeguarding, and ensure these inform future tools, training and standards.
Provide effective people leadership for Integrated Operations staff, including clear objectives, regular feedback, performance reviews, mentoring and support for professional development.
Position Requirements
Education - Bachelor’s degree or equivalent experience in logistics, supply chain management, engineering, construction management, humanitarian assistance, international development or a related field. Master’s degree is preferred.
Related Experience - 8+ years in logistics, supply chain, technical operations or construction management, ideally within humanitarian, disaster response or international development contexts. Proven experience leading field-based disaster response operations in complex and high-stress environments. Strong familiarity with humanitarian coordination mechanisms and standards (e.g., Sphere, CHS, IASC). Experience collaborating with local governments, international NGOs, and UN agencies is highly desirable.
Special Competencies/Certifications - Must be able to secure and maintain appropriate visas. Strong understanding of logistics and supply chain management, including procurement, warehousing, fleet and basic financial controls. Good knowledge of construction and site safety principles and the ability to work effectively with engineers, architects and technical specialists. Familiarity with safety and security risk management in unstable or resource constrained settings and willingness to support staff deploying to these contexts. Understanding of safeguarding and community based accountability, or a strong willingness to learn and apply these in programs.
Demonstrated ability to lead and develop teams, manage competing priorities and drive continuous improvement and change. Strong organizational, communication and decision making skills, comfortable presenting to senior leadership and external stakeholders.
Proficient in Google Workspace and Microsoft Office Suite, Slack and Zeck. Fluency or working proficiency in a second language such as Spanish or French is desirable.
Working Conditions and Physical Demands
Must be available to deploy globally.
Frequently works in high-stress, unstable, and resource-constrained environments with limited infrastructure.
Must be comfortable living and working in communal, low-resource settings.
May be exposed to emotionally distressing situations and must be able to maintain composure and sound judgment in crisis contexts.
Expected to travel and be away from home up to 30% of the time, balancing field operations with necessary coordination and preparedness activities.

Compensation:
Typical starting salary is $71,250 - $77,500 USD based on skills and experience, and up to $83,750 for highly qualified candidates.
