1.
Power BI/Data Analytics:
a. This requirement must be evidenced by one (1) of the following:
Option B
—Certification plus Experience (Microsoft Certificated: DA-100 – Analyzing Data with Microsoft Power BI; and A minimum of twelve (12) months of applied Power BI and/or analytics experience acquired within the last thirty-six (36) months)
2. Resource must demonstrate a minimum of twenty four (24) months of applied experience within the last thirty six (36) months directly performing Power BI and analytics work. The experience must include activities across all of the following areas:
a.
Data Modeling and Transformation
b.
Report and Dashboard Development
c.
Data Connectivity and System Integration
d.
Security, Governance, and Performance Optimization
2.
Power Platform Developer Associate:
Resource must demonstrate current, applied experience in Power BI and analytics, including the development of reports, dashboards, and data models to support business decision‑making.
a. This requirement must be evidenced by one (1) of the following:
1. Microsoft Certified: MB-400 Dynamics 365 + Power Platform Developer Associate; and A minimum of twelve (12) months of applied Power BI and/or analytics experience acquired within the last thirty‑six (36) months
1. Resource must demonstrate a minimum of twenty four (24) months of applied experience within the last thirty six (36) months directly performing Power Platform Developer Associated level work . The experience must include activities across all the following areas:
a. Power Apps Development & Dataverse Schema Design
b. Power Automate Workflow Development
c. Application Lifecycle Management (ALM) & Solution Management
d. Extensibility & Integration
3. Microsoft Power Platform Functional Consultant:
Resource must demonstrate current, applied experience in Power BI and analytics, including the development of reports, dashboards, and data models to support business decision‑making.
a. This requirement must be evidenced by one (1) of the following:
i. Option A — Current Certification
1. Microsoft Certified: Power Platform Functional Consultant Associate (PL-200) OR
1. Microsoft Certificated: MB-200 Dynamics 365 Functional Consultant Associate; and A minimum of twelve (12) months of applied Power BI and/or analytics experience acquired within the last thirty‑six (36) months
1. Resource may meet this requirement by demonstrating a minimum of twenty four (24) months of applied experience within the last thirty six (36) months directly performing Power Platform Functional Consultant–level work in support of business decision making.
a. Requirements Elicitation and Fit‑Gap Analysis
b. Power Platform / Dataverse Configuration
c. Functional Solution Delivery & Quality Assurance
d. Governance, Lifecycle Management, and Documentation
1. Applying environment strategy, solution governance, and ALM guidelines
2. Maintaining requirements traceability across design, configuration, and testing
4. Supporting continuous improvement and post implementation enhancement
4. Topic Related Experience:
Resource must have a minimum of eight (8) years' experience as a Programmer/Analyst within the last ten (10) years in two (2) of the following areas:
a. Designing, developing, and maintaining enterprise applications or tools
b. Building and deploying enterprise solutions and tools
c. Integrating systems, services or data using Application Programming Interfaces (APIs) and connectors
d. Developing data models, dashboards, or analytics solutions using Power Business Intelligence (BI)
e. Participating in Agile or Development and Information Technology Operations (DevOps) delivery teams

Applied Microsoft Azure Experience : Resource must have a minimum of six (6) years of applied experience with Microsoft Azure within the last ten (10) years. For a period of experience to qualify, it must have concurrently involved a minimum of four (4) of the five (5) areas of expertise that follows:
a. Building solutions and tools using Azure Application Services, Azure Functions, or Azure Logic Applications
b. Implementing Azure Active Directory (AAD) for identity and access management
c. Developing applications using Power Applications and workflows using Power Automate
d. Integrating Power Platform with Azure services and enterprise systems
e. Using Power Fx, Data Analysis Expressions (DAX), or Microsoft logic for modeling and transformation
6. Enterprise‑level Experience: Resource must have experience as a Programmer/Analyst on two (2) enterprise‑level digital transformation projects within the last ten (10) years.
Rated Criteria
1. Framework Development for Cloud‑Based Tools and Applications Experience: Resource should have experience within the last ten (10) years leading the development and implementation of enterprise‑level structured frameworks for the design, development, and deployment of tools and applications in a Microsoft Azure cloud environment.
a. The framework experience must involve the creation of at least one reusable methodology template or governance model, supporting the following:
i. End‑to‑end application lifecycle
ii. Integration with at least one of the following cloud services: Azure application services, Logic applications, Power Platform, SharePoint Online. Security, scalability, and performance considerations.
iii. Stakeholder alignment and delivery planning.
iv. For the experience to be deemed enterprise‑level it must meet the following criteria:
v. Scope: Spans multiple programs or services and involves at least one external public sector department, agency, or large private organization. Duration: Minimum of ten (10) months.
vi. User Base: five thousand (5 000) users. Stakeholders: Includes both internal and external stakeholders.
2. Project Lead Experience: Resource should have experience within the last ten (10) years as Project Lead in the digital modernization or application development domain.
a. For the Project Lead experience to qualify it must: be a minimum of six (6) months
AND
b. Involve three (3) of the following four (4) responsibilities:
i. Overseeing technical delivery and coordinating cross‑functional teams
ii. Facilitating knowledge transfer across stakeholder groups
iii. Supporting onboarding and skill development of employees
iv. Leading sustainment planning to ensure continuity
3. Additional Applied Microsoft Azure Experience: Resource should have additional applied unique experiences with Microsoft Azure within the last ten (10) years. For a period of experience to qualify, it must have involve the following areas of expertise:
a. Building and managing CI/CD pipelines using Azure DevOps
b. Integrating Azure services with Power Platform or enterprise systems
c. Applying Azure governance, security policies, and role‑based access control (RBAC)
d. Designing and deploying Azure App Services, Logic Apps, and Functions
e. Managing Azure Monitor, Application Insights, and Log Analytics for performance and diagnostics Configuring Azure Policy and Blueprints for compliance enforcement
f. Working with Azure Data Factory, Synapse Analytics, or other data services
g. Supporting enterprise‑scale migration to Azure from on‑prem environments
h. For applied Microsoft Azure experience to qualify, it must be for a cumulative period of three (3) years
4. Topic Related Education: Resource should hold higher education in one of the following areas:
a. Computer Science
b. Information Technology
c. Software Engineering
d. Electrical or Computer Engineering
e. Data Science / Analytics
5. Applied Programming Language Experience: Resource should have applied experience with the following languages:
a. C# / .NET
b. PowerShell
c. Python
e. SQL / T‑SQL
f. Power Fx
g. DAX
h. M (Power Query)
i. Microsoft Graph API
6. Additional Certifications: Resource should have the following additional certifications:
a. Certified Information Systems Security Professional (CISSP)
b. Project Management Professional (PMP) AIIM SharePoint Specialist
c. AIIM SharePoint Specialist
d. Azure Security Engineer Associate
f. Microsoft Certified: Azure Solutions Architect Expert
