Main purpose of job:
The UK-Brazil Tech Hub is a key component of the UK Government’s Digital Access Programme (DAP), an Official Development Assistance (ODA) initiative that supports inclusive, responsible and sustainable digital transformation in five partner countries – Brazil, Kenya, Nigeria, South Africa and Indonesia. Since 2020, DAP has directly benefited more than 17 million people worldwide.
In Brazil, the Tech Hub works to strengthen the local tech ecosystem by accelerating tech for good startups, delivering digital skills programmes, promoting tech entrepreneurship, supporting diversity and inclusion in the tech sector, and driving tech partnerships with the UK.
The programme has three core objectives:
Support tech entrepreneurship, especially initiatives with positive social impact, through partnerships with incubators, accelerators, private sector actors, government agencies and civil society organisations.
Facilitate international partnerships between Brazilian tech companies (including startups) and global firms – particularly those from the UK – to promote commercial opportunities, foreign investment, innovation and joint ventures.
Deliver targeted interventions to boost digital skills and improve diversity and inclusion in the tech sector, with emphasis on underserved regions and underrepresented groups.
This role offers a unique opportunity to contribute to a high profile, strategic UK Government initiative supporting digital development in Brazil. We are seeking a dynamic, experienced professional with a deep understanding of Brazil’s digital and innovation landscape and a proven ability to engage senior stakeholders and manage complex strategic partnerships. The successful candidate will work closely with senior government officials, international organisations, tech ecosystem leaders, civil society and private sector partners across Brazil, Latin America and the UK.
The successful candidate will lead operations and support the delivery of all UK-Brazil Tech Hub projects, ensuring alignment with the UK Digital Development Strategy and the FCDO Programme Operating Framework.
Responsibilities:
Project Leadership: Oversee the design and delivery of high-impact projects, including initiatives in AI, Greentech and GovTech, ensuring alignment with Brazil’s digital development priorities. Lead cross pillar coordination within the Digital Access Programme (DAP), ensuring coherence and synergy across programme components.
Strategic Partnerships: Build and maintain strong relationships with senior government officials, investors, tech ecosystem leaders, civil society organisations and associations, driving collaborative initiatives and partnerships across Brazil.
Ecosystem Development: Engage with startups, accelerators, incubators and entrepreneurial networks to foster innovation and support sustainable economic growth.
Operational Excellence: Manage budgets, monitor project performance and ensure effective delivery in collaboration with implementing partners.
Communications and Advocacy: Lead the development of strategic communication materials to demonstrate the Hub’s impact, aligned with FCDO, DSIT and UK in Brazil messaging. Plan and deliver in person and online events that support the development of tech ecosystems in Brazil and the UK.
Cross Government Collaboration: Work closely with UK Government teams, including international UK Tech Hubs and DAP teams, the Department for Business and Trade (DBT), the Science and Technology Network (STN), and the Intellectual Property Office (IPO).
Policy and Regulatory Expertise: Provide insights on digital, AI and emerging technology governance, regulatory developments and innovation policy in Brazil, informing UK strategy and supporting bilateral and multilateral policy engagement.
Essential qualifications, skills and experience
Essential on arrival:
Proven experience designing and delivering projects in the tech sector or in programmes with a strong social impact focus in Brazil.
Experience managing external implementers or delivery partners.
Knowledge of the Brazilian tech and innovation ecosystem, particularly relating to tech entrepreneurship, startups, digital inclusion, and emerging technologies.
Strong understanding of the global development agenda, including how digital technologies can address development challenges, with familiarity with current trends, best practice, and relevant international frameworks.
Excellent relationship‑management and communication skills, with a track record of engaging senior stakeholders across government, the private sector, civil society and the tech ecosystem.
Strong organisational skills, including the ability to manage multiple workstreams, prioritise effectively and deliver results under pressure.
Analytical and problem‑solving skills, with the ability to interpret evidence, assess risks and provide clear, strategic recommendations.
Cultural awareness and adaptability, with experience working across diverse regions and stakeholder groups in Brazil.
A degree in a related field eg. International relations, Public Policy
Language requirements:
Language: English and Portuguese
Level of language required: Excellent English and Portuguese (spoken and written).

Experience working within the Brazilian digital ecosystem, including startups, scale ups, entrepreneurial hubs, investors and accelerators.
Experience delivering international cooperation or development programmes, ideally involving digital transformation, innovation policy or public sector modernisation.
Experience in policy engagement, particularly on digital transformation, AI governance or innovation related regulation.

Applicants must have the legal status to live and work in Brazil.
Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
