Purpose of the Role
BGIS is seeking an experienced
Security Risk Manager
to establish, maintain and evolve the security risk, governance and assurance framework for a newly awarded Victorian government portfolio. This role plays a vital part in supporting safe, compliant and well-coordinated security outcomes across a diverse and sensitive property portfolio.
Reporting to senior contract leadership, you will work collaboratively with BGIS teams, contracted security partners and government stakeholders to ensure security services align with contractual obligations, risk controls and protective security expectations. The role balances strategic oversight with practical guidance, supporting consistency, clarity and confidence across all security operations.
The ideal candidate is calm under pressure, detail-aware, values collaboration and clear communication, and is motivated by creating safe, well-governed environments for people and places.
Key Responsibilities
Establish and maintain a contract-wide Security Risk Management Framework aligned with Victorian Government protective security expectations
Oversee contracted Security Management and Operational Security Services to ensure compliance, consistency and quality
Coordinate security governance meetings, assurance activities and reporting cycles
Support comprehensive security risk assessments across physical, personnel, information and operational domains
Maintain and monitor the security risk register, ensuring controls and treatments remain current and effective
Oversee security incident response, investigation, close-out and learning integration
Work closely with government representatives, precinct controllers, emergency services and internal stakeholders
Ensure security subcontractors meet clearance, licensing, training and performance requirements
Support accurate, auditable security reporting through BGIS Connect and digital reporting tools
Encourage continuous improvement initiatives that strengthen prevention, preparedness and response
Education, Experience & Skills
Proven experience in security risk management, protective security or emergency management
Experience overseeing contracted security providers or service partners
Strong understanding of risk assessment, incident investigation and security assurance practices
Experience working within government, critical infrastructure or similarly regulated environments
Confidence using digital systems and data to monitor risk, compliance and performance
Clear, inclusive communication and stakeholder engagement skills
Qualifications in security management, risk management, criminology or a related discipline
Knowledge of Victorian Government protective security frameworks and policies
Experience using Power BI, Microsoft Fabric or Power Automate
Experience supporting continuous improvement or security uplift initiatives
Workplace Flexibility
This position is based in the
Melbourne CBD , close to public transport, with a hybrid arrangement of 3 days in the office and 2 days working from home. Core business hours apply, with flexibility around start and finish times. Occasional site visits across the CBD and ad hoc additional hours may be required as operational needs arise.
