About the Enabling Services Branch

The Branch ensures efficient corporate services within the APSC and consists of the following teams: Governance, Risk and Parliamentary; People; Property & Security; Finance; and Information Technology and Procurement.
The Branch provides strategic and operational services to ensure the efficient work of the APSC. They lead and support a culture of continuous improvement, with innovative approaches to business processes that are fit for purpose, create value and improve productivity across the APSC.

The key duties of the position include
The Director, People team leads a small group responsible for delivering strategic leadership and operational oversight of HR functions across the Commission. It requires a proactive, hands on leader who can balance forward looking workforce strategy with effective day to day HR management.
The role provides trusted, high level HR advice to senior executives and staff, drives organisational improvement through contemporary HR practices, and ensures HR programs, processes and services align with the Commission's strategic priorities.
Key responsibilities:
Provide strong leadership across human resource functions , including guiding, developing and mentoring HR staff, driving strategic initiatives, and delivering high quality HR services in a sensitive and complex operating environment.
Demonstrate expert knowledge of employee and industrial relations , including interpreting and applying employment legislation, managing complex performance and conduct matters, and advising on the Enterprise Agreement to maintain a positive, fair and compliant workplace culture.
Develop and implement operational HR strategies, programs and processes
that align with the Commission's plans and support broader organisational priorities.
Communicate with influence , using well developed negotiation and advisory skills to engage effectively with staff at all levels, senior executives and external stakeholders, delivering clear, persuasive and outcome focused advice.
Lead and manage complex casework , including workplace investigations, rehabilitation matters and behavioural or conduct issues, applying sound judgement and procedural fairness.
Provide high level workforce management advice to senior leaders , ensuring alignment between people strategies, organisational needs and future workforce capability.
Collaborate across the Commission
to contribute to policy development, legislative reform, systems improvements, risk management, quality assurance and continuous enhancement of HR practices.
Prepare high quality written material,
including reports, briefs, correspondence, Annual Report content, ministerial submissions, Senate Estimates material and Questions on Notice.
Build and maintain strong working relationships
with internal and external stakeholders to support effective partnerships, collaboration and high-quality HR outcomes.
Support senior managers to implement people policies and strategies,
enabling them to meet business objectives, manage workforce issues effectively and cultivate a high performing, compliant and engaged workplace.
The role must consistently model and promote the APS Values, APS Employment Principles and the APS Code of Conduct, contributing to the achievement of the Commission's strategic and operational objectives.
