Executive Director, Energy Efficiency Target Reform The Executive Director, Energy Efficiency Target Reform Division is accountable for leading the development and implementation of policy settings, regulatory and legislative reforms, initiatives and programs products that support electrification and deliver energy efficiency and savings to Victorian households and businesses. Reporting to the Chief Executive Officer, this role leads the strategic direction and delivery of the government’s flagship emissions reduction and energy efficiency initiative – the Victorian Energy Upgrades program (the largest energy efficiency certificate scheme in Australia). The position has three director‑level reports and leads a division of approximately forty‑five highly professional staff.

Success depends on developing key strategic relationships with players in the energy and energy efficiency sector, including business and industry, the Essential Services Commission, consumer groups and other government stakeholders.

This role requires demonstrated executive leadership experience gained in a complex organisation with significant financial accountability. Candidates should have deep knowledge of energy markets, gained in government and/or relevant industry environments. A tertiary degree or qualification in law, economics, commerce, engineering or public administration is also expected.

This is a fixed‑term position available for a period of up to 2 years. The work location is Melbourne or Morwell, with hybrid work arrangements available.

Responsibilities

Lead development and implementation of policy settings, regulatory and legislative reforms that support electrification and deliver energy efficiency benefits.

Oversee the Victorian Energy Upgrades program, the largest energy efficiency certificate scheme in Australia.

Report to the CEO and lead strategic direction and delivery of the government’s flagship emissions reduction initiative.

Manage a division of approximately forty‑five staff, including three director‑level reports.

Develop and maintain strategic relationships with key stakeholders in the energy sector.

Provide executive leadership with significant financial accountability.

Qualifications

Degree or qualification in law, economics, commerce, engineering or public administration.

Deep knowledge of energy markets in government and/or industry settings.

Demonstrated executive leadership experience in a complex organization.

Commitment to empowering Victorians to access clean and affordable energy.

Pre‑Employment Screening

Undertake pre‑employment screening, including completion of a Declaration and Consent form and a National Police Check.

Have misconduct declarations validated, irrespective of whether misconduct has been declared or not.

Provide at least two appropriate referees, including their current direct line manager or, where relevant, most recent direct line manager.

Provide evidence of the right to work in Australia.

To be eligible for appointment to this role, applicants must possess corresponding work rights for the advertised employment period. Appointment to an ongoing position is only available to an Australian/New Zealand citizen or an Australian Permanent Resident.
