Austroads is seeking an experienced and strategic
Head of Policy and Transition – Digital Trust Service (DTS)
to join the New Programs and Services team for
a 12 Month Fixed Term opportunity.
This is an exciting opportunity for a senior leader who excels in shaping national policy, guiding complex transitions, and driving harmonised adoption across government, industry, and community. The role offers the chance to influence one of Austroads’ most significant digital transformation initiatives, within a highly collaborative and forward‑thinking environment.
Responsibilities
In this pivotal leadership role, you will:
Lead the development of DTS policy frameworks, governance models and national operating principles.
Ensure alignment between DTS policy, legislation, privacy requirements, organisational needs and jurisdictional expectations.
Shape strategic narratives, future policy positions and national adoption guidance.
Provide expert policy advice to senior executives, member agencies, and governance forums.
Design and implement the national transition framework, including readiness pathways for jurisdictions and relying parties.
Develop artefacts, decision‑support materials and readiness tools that enable consistent adoption.
Oversee transition models that provide clarity, compliance and operational assurance.
Lead executive‑level engagement with government, industry and community stakeholders.
Facilitate workshops, consultations, and briefings to gather insights and build alignment.
Negotiate complex issues diplomatically, maintaining positive relationships.
Monitor delivery progress, risks and performance metrics, escalating issues as required.
Drive cross‑functional collaboration across technical, delivery and communication teams.
Ensure adherence to governance, quality systems, and Austroads brand and communication frameworks.
Contribute to continuous improvement across the DTS program.

About You
You will bring:
Proven experience leading policy and transition functions within major multi‑year programs or large organisations.
Excellent stakeholder engagement and relationship‑building skills across government and external partners.
Strong written and verbal communication skills, with the ability to simplify complex information.
Experience or knowledge in digital identity, privacy, or technology transformation (highly regarded).
Strong change management or stakeholder certification (e.g., PROSCI, ADKAR, IAP2) (desirable).
High proficiency in Microsoft Office, Adobe Creative Suite, and document production.
An ability to work autonomously, exercise sound judgment, and lead with professionalism and integrity.
