About This Role

Manage Victoria's extensive liquor licensing program

Lead ongoing transformation initiatives

Executive Officer contract SES1 – fixed term for 6 to 8 months

The Director Licensing and Transformation is a senior executive position within Liquor Control Victoria (LCV) that will oversee a division responsible for more than 23,000 liquor licensees and the recovery of over $30 million in licence fees annually. The incumbent will drive performance targets, risk‑based decision‑making, regulatory modernisation, and ICT transformation.

About The Business Unit Liquor Control Victoria (LCV) comprises the independent Victorian Liquor Commission and a dedicated team within the Department that supports the Commission in exercising its statutory functions. LCV’s vision is a safe, diverse, and responsible liquor industry focused on harm minimisation and community safety. It performs regulatory functions such as licensing, approval, authorisation and registration activities; supports industry compliance with laws and regulations; and detects and responds to contraventions of the Liquor Control Reform Act 1998.

About The Role The Director will drive risk‑based licensing frameworks, respond to regulatory risk, and lead business transformation initiatives to modernise regulation, including ICT change and regulatory reform.

Some Of Your Duties Will Include

Lead the ongoing development and implementation of a best‑practice, risk‑based licensing framework to achieve a safe, diverse, and responsible Victorian liquor industry.

Implement systems to identify, assess, and respond to current and emerging regulatory risk.

Lead business transformation initiatives to achieve a modern, efficient, and effective regulation, including ICT change, regulatory reform, and projects to further strengthen Victoria's dedicated liquor regulator.

About You

Demonstrated knowledge and sound understanding of contemporary licensing frameworks, practices, and operations in a complex regulatory environment.

A proven track record in senior management and driving organisational change in complex regulatory or service delivery operational environments.

High‑level communication (written and verbal) and interpersonal skills, with proven ability to liaise and negotiate at senior/executive levels, developing innovative solutions to resolve complex and sensitive issues.

An understanding, or capacity to quickly acquire an understanding, of liquor industries including regulatory frameworks, and a solid appreciation of the government's social and economic objectives, particularly harm minimisation.

Experience leading staff through organisational change, integrating existing functions to share information, maximise efficiencies and engage, motivate, and build staff capability to achieve the organisation's vision and strategies.

A strong record of building, leading, coaching, and motivating teams with a demonstrated ability to develop and promote teamwork to ensure service delivery.

Extensive staff management skills, ensuring the right people are assigned to the right role and able to perform their roles proactively, professionally, and consistently.

Experience leading ICT systems change would be an asset.

Qualifications

Relevant tertiary qualification in public administration or law desirable.

Experience in regulatory operations desirable.

A Victorian Driver Licence is required.
