Job Description
The Chief Human Resource Officer (CHRO) is responsible for leading and inspiring organisational culture, strategic workforce management, leadership development, and human resource services operational excellence based on sophisticated and insightful analysis of organisational needs.
The CHRO reports to the Deputy Director-General, Corporate Services, and leads a multidisciplinary human resources team of over 25 professionals with responsibility for the delivery of end-to-end human resources services for the department. These services include employment relations and employee relations/industrial relations advice; performance management; analytics and reporting; workforce management; organisational development; well-being and diversity, equity and inclusion; injury and illness case management; attraction, recruitment and talent management; and human resource operations across the department.
The role acts as a steward of organisational culture and capability and works in partnership with senior executives and people leaders across the department to empower the organisation to make workforce decisions based on evidence and insight which maximises organisational performance.
Key Duties and Accountabilities
Lead and manage a team of human resource practitioners to develop and deliver workforce programs, advice and systems across DLGWV, ensuring alignment with Government priorities and the strategic plan.
Provide strategic leadership, specialist human resource advice and support to the Director-General, Deputy Directors-General, and senior executives in all aspects of human resource management policy, frameworks and practices to meet current and emerging needs.
Apply strong stakeholder engagement, leadership and communication skills in leading change and the delivery of priorities across a large team.
Lead the development and implementation of performance and professional development systems and frameworks to maximise organisational performance, leadership and capability development.
Represent the department at internal and external meetings and forums including with unions, government agencies and other relevant bodies as required.
Apply well-developed knowledge of employment market trends, environmental factors and contemporary human resource and organisational development practices to develop well informed and innovative business solutions.
Promote professional excellence by developing and maintaining quality partnerships and effective engagement with internal and external stakeholders.
Develop and manage stakeholder networks and proactively and collaboratively liaise and negotiate with government agencies, peers and key client and stakeholder groups to deliver practical and connected human resources management services for the department.
Lead, support and empower the human resource team in all aspects of people management, including performance and capability planning, coaching, and development.
Model, promote and facilitate a positive culture and an equitable, respectful and engaged workplace.
Ensure effective management and monitoring of the Human Resources budget in accordance with statutory responsibilities, government priorities and department policies and procedures.
Other duties as directed and required.
Role requirements
There are no mandatory requirements for this role however, experience in a similar role would be highly regarded as would membership of a relevant professional body.
Travel away from the centre may be required. This may involve travel outside of normal office hours and/or overnight accommodation for extended periods.
Flexible work location arrangements will be considered for this opportunity to facilitate an adaptive and agile workforce. For example: the successful candidate may work from a regional or Brisbane based location.
