Education Business Services (EBS) is the primary provider of professional business services and operational support to Western Australian public schools, statutory boards and departmental divisions. Its core service areas include finance, information and communication technologies (ICT), and infrastructure, with a strong focus on enhancing organisational capability, efficiency and service responsiveness. EBS operates under clear service delivery principles of being responsive, flexible, transparent, accountable and collaborative to ensure consistent, high‑quality support that contributes to effective educational outcomes.
Within EBS, the ICT function delivers system‑wide technical services and strategic initiatives that enable schools to operate independently while remaining connected within a broader departmental framework. The Integration, Build and Deployment directorate is responsible for the design, development, security implementation, testing, integration and maintenance of technical solutions to meet organisational needs. The HR Systems team manages and maintains the Department’s Human Resource Management Information System (HRMIS) and related platforms, ensuring system integrity, payroll processing accuracy, data reliability and ongoing enhancements, while providing specialist support and problem resolution to business areas and users.
Role
The role provides specialist leadership and oversight of the Department’s Human Resource Management Information System (HRMIS) and associated HR systems. It leads and coordinates a team of HR business systems specialists and contracted resources, managing system administration, maintenance, third‑level user support and ongoing development. The position is responsible for managing physical and financial resources, including workflow design, budget preparation and business case development, and for leading HR system projects encompassing planning, design, implementation, security, integrity enhancements and change management. It also undertakes research and analysis to resolve complex system issues, monitors system performance and ensures compliance with legislative and policy requirements.
The role contributes to effective branch management by overseeing staff performance and leave management in accordance with Public Sector standards, departmental policy and relevant industrial instruments. It supports a safe, inclusive and high‑performing work environment that promotes equity, diversity and the achievement of organisational and individual goals, and contributes to branch‑wide change initiatives and continuous improvement activities.
The position maintains strong customer and stakeholder engagement by consulting with internal and external parties to implement business improvements and ensure HR systems align with operational and industrial requirements. It provides high‑level strategic advice on HR system performance, represents the branch on committees and working groups, and develops effective communication networks to access specialist knowledge and support a consistent focus on service quality and continuous improvement.
