Build the Skilled Migration vertical from inception to scale.
Define the strategic roadmap, commercial model, and long-term growth goals.
Own the vertical P&L, margin, pricing structures, and financial performance.
Oversee compliance frameworks for all activities across Australia and the Philippines.
Report monthly performance, risks, and forecasts to the CEO.
Acquire Australian employers facing critical skill shortages in trades, construction, engineering, logistics, hospitality, and healthcare.
Manage key employer accounts, ensuring satisfaction, compliance, and retention.
Conduct workforce planning consultations with employers and present tailored solutions.
Negotiate commercial terms, service agreements, fees, and volume commitments.
Ensure employer sponsorship readiness, documentation, and alignment with migration pathways.
Manage partnerships with MARA-registered migration agents for visa and sponsorship processing.
Ensure Twoconnect staff do not provide unauthorised migration advice — enforce compliance boundaries.
Develop internal compliance protocols, documentation standards, and risk controls.
Monitor legislative changes (482, DAMA, ENS, PR pathways) and update processes accordingly.
Oversee employer compliance obligations: record-keeping, training levies, sponsorship obligations.
Coordinate with PH sourcing team to build talent pipelines in trades, engineering support, healthcare, hospitality, and logistics.
Oversee development of technical assessments, skills testing, English evaluation, and background checking standards.
Build partnerships with trade schools, TESDA, training institutions, and testing facilities.
Ensure sourcing output meets employer demand, visa requirements, and skill benchmarks.
Build and manage the deployment framework, including:
Pre-departure orientation
Flight and relocation logistics
Accommodation onboarding
Banking, telco, and tax file setup
Health insurance and OSHC coordination
Develop post-arrival induction processes and workplace integration guidelines.
Oversee a structured settlement support system to maintain worker wellbeing and retention.
Build a high-touch workforce care model with scheduled check‑ins, issue resolution, and performance monitoring.
Implement escalation pathways for employer grievances, worker grievances, or cultural integration challenges.
Develop training and upskilling pathways (e.g., trade licences, certifications, safety training).
Maintain high retention rates through proactive risk management and worker support.
Identify and manage relationships with:
MARA migration agents
Legal partners
Trade testing centres
Training organisations (TAFEs, RTOs)
Accommodation and relocation partners
Government or DAMA regional bodies
Create a dependable ecosystem that ensures compliance, speed, and scale.

Workforce Care Officers
Administrative Support
Establish KPIs, SLAs, service standards, workflows, and accountability frameworks.
Build documentation, SOPs, and continuous improvement loops across the vertical.
KEY RESPONSIBILITIES

EXPERIENCE & QUALIFICATIONS
Experience in a migration agency, labour hire, or international workforce placement organisation
7+ years in recruitment, workforce mobility, migration support, or large-scale workforce programs
Demonstrated experience working with Australian employers
Strong understanding of skilled migration systems (482, DAMA, ENS pathways)
Deep operational knowledge of Philippine workforce practices
Proven leadership experience building and scaling service teams
Strong commercial acumen and ability to own a P&L
Experience negotiating contracts, managing partnerships, and leading complex deployments
Exposure to trade, engineering, hospitality, healthcare, or technical labour markets
Experience handling employer sponsorship obligations
Understanding of compliance frameworks, worker welfare, and risk management
High integrity; uncompromising on compliance
Strong judgment; aware of legal boundaries
Commercially aggressive but operationally disciplined
